April 10 Update
There has been a lot of activity on the project since my last post. The Design Committee has been meeting weekly and working with Dowa-IBI on creating designs for the school. The committee has also been providing input on design issues such as traffic and parking, and circulation within the building. When they last met, they asked the architects to develop two designs and get some high-level cost estimates for the committee to consider at their next meeting.

FDA: News & Press Releases
April 10, 2019 - FDA warns public not to use unapproved or uncleared medical devices to help assess or diagnose a concussion
To date, there are a limited number of medical devices that have been cleared or approved by the FDA to aid in the diagnosis, treatment, or management of concussion, and all of them require an evaluation by a health care professional.
“I want to be clear, there are currently no devices to aid in assessing concussion that should be used by consumers on their own...
In the safety communication issued today, the FDA explains that the products of concern include those that claim to assess and diagnose any changes in brain function by having an injured person perform tests on a smartphone or tablet-based app to determine a change in physical or mental (cognitive) status including vision, concentration, memory, balance and speech.

Inslee and Ferguson denounce Trump assault on the Clean Water Act
April 10, 2019
Gov. Jay Inslee and Attorney General Bob Ferguson released a statement in response to President Trump's press conference today where he announced an executive order curtailing states' legal authority under Section 401 of the Clean Water Act.
“The president’s action today is an unprecedented assault on the right and obligation of every state to protect their waters and their communities.
“No amount of politicking will change the facts — states have full authority under the Clean Water Act to protect our waters and ensure the health and safety of our people. Washington will not allow this or any presidential administration to block us from exercising our authority lawfully and effectively.
“We stand with governors and attorneys general across the country in opposing this dangerous attack on our environment and our families’ right to clean water. We intend to challenge any attempt by the administration to illegally constrain Washington’s authority to protect our state’s natural resources.”
Washington State Department of Natural Resources linked this article in Crosscut:
Could this plan tame Washington's wildfires — and pay for it, too?
The state imported 45 firefighters from Australia to help fight fires in 2018, according to the state Department of Natural Resources (DNR).
"One way or another, we’re going to pay for our wildfires and our dying forests," said Commissioner of Public Lands Hilary Franz. "And the question is, are we going to pay to react as we deal with the smoke and flames, or are we going to pay to be proactive in protecting our firefighters, protecting our communities, protecting our forests and strengthening our economy?"
Under the plan Franz is championing, the state would increase the tax on certain insurance premiums to pay for wildfire suppression, prevention and forest health projects. Those efforts would include tree thinning and prescribed burns designed to clear out brush and diseased trees that are more likely to catch fire.
The proposal would raise the tax on premiums for property and casualty insurance, which include policies that protect people's homes and cars. The rate increase, from 2 percent to 2.52 percent, would generate an estimated $62.5 million per year.
That money would be enough to nearly double the state’s full-time firefighting staff, Franz said, as well as pay for a plan to restore 1.25 million acres of unhealthy forests over the next 20 years. Her office estimated that the tax increase would cost the average household less than $2 extra per month.
The idea has a fair amount of support, including from Democratic leaders in the state Senate, who have included it in their proposed two-year budget.
But insurance companies are opposing the plan, saying it’s unfair to shift the cost of maintaining public lands onto insurers and their customers.
