ICYMI: Inslee letter to Trump Administration regarding poverty changes

In case you missed it: Gov. Jay Inslee sent a letter today that details concerns about potential changes to how the federal government measures poverty. The Trump Administration recently put out a notice that asked for comment on a proposal that would lower the poverty threshold and could leave tens of thousands of Washingtonians and millions of Americans without assistance for health care, food, housing and child care needs.

The letter details the potential impact on Washington state. It is also signed by Attorney General Bob Ferguson, Insurance Commissioner MIke Kreidler and Superintendent of Public Instruction Chris Reykdal.  

"Assuming the change would impact benefit eligibility starting in 2020, we project the following reductions in Washingtonians’ access to federal, state and local assistance over ten years:

  • More than 60,000 individuals would lose eligibility for health coverage through Medicaid and CHIP, which means fewer children, adults and seniors would be receiving medically necessary services — including but not limited to: primary care, hospital services, medications, vaccinations, long-term services and supports, treatment for mental illness and substance use disorder, vision and dental services, assistance with Medicare premiums, as well as copays and deductibles for low-income seniors;
  • Nearly 5,000 seniors and more than 3,600 people with disabilities would face higher out-of-pocket costs for healthcare in the Medicaid Medically Needy program;
  • More than 100,000 individuals with health coverage under the Affordable Care Act would face higher health insurance premiums on the Washington Health Benefit Exchange due to lost or reduced ACA premium tax credits; 
  • Nearly 3,500 people would lose eligibility for basic food through SNAP (Supplemental Nutrition Assistance Program);
  • More than 4,200 parents would lose child care assistance through our state’s Working Connections Child Care program aimed at helping families achieve self-sufficiency;
  • Over 530 children would lose education, health and family support services through our state’s preschool program, the Early Childhood Education and Assistance Program (ECEAP);
  • More than 5,200 pregnant women, new moms and children under age 5 would lose eligibility for breastfeeding support, nutrition education and monthly checks for nutrition and health screenings and referrals through the Women, Infants and Children (WIC) Special Supplemental Nutrition Program;
  • Nearly 3,700 women would lose healthcare access through the Title X Family Planning Program, including breast and pelvic exams, cancer screenings, HIV testing, pregnancy testing and counseling, and affordable birth control;
  • Over 470 individuals would lose preventative healthcare for breast, cervical and colon cancer screenings through the Breast, Cervical and Colon Health Program;
  • Almost 3,700 households would lose assistance with heating costs, heating system repair and replacement, energy conservation education, temporary shelter assistance, energy crisis intervention, and other emergency services (such as blankets, space heaters and repairs) through the Low Income Home Energy Assistance Program (LIHEAP);
  • Over 20,300 residents would lose services through the Community Services Block Grant (CSBG) Program, such as housing, energy assistance, nutrition, employment, training, and emergency food and shelter;
  • On a daily basis nearly 10,000 students would lose reduced price lunches, while nearly 20,000 students would lose free lunches and be forced to pay more or go hungry, through the National School Lunch Program;
  • On a daily basis nearly 4,000 students would lose reduced price breakfasts, while nearly 8,000 students would lose free breakfasts and be forced to pay more or go hungry, through the National School Breakfast Program; and
  • More than 600 students would lose eligibility for college financial aid through our state’s College Bound Scholarship Program."

A Reader Asks: Did you get a letter from “Nextdoor”? I’m suspicious of this! Will you research it? 

Wikipedia: Nextdoor is a social networking service for neighborhoods. Based in San Francisco, California, the company was founded in 2008 and launched in the United States in October 2011. [1]

Users of Nextdoor submit their real names and addresses to the website. Posts made to the website are available only to other Nextdoor members living in the same neighborhood. [2]

Partnerships    
The company exchanges services with government agencies such as the California Secretary of State's office and the District of Columbia Board of Elections. These public agencies collect and present voter-education information, such as voting locations and voter registration deadlines. This is offered as a link in the Nextdoor platform for members in those neighborhoods. [9]

The platform reports increased activity during disasters. [10] In May 2017, the company offered its services to the Federal Emergency Management Agency to facilitate the delivery of geo-targeted "emergency and disaster preparedness" alerts through the platform. [11] A National Oceanic and Atmospheric Administration partnership allows Nextdoor to send out local-community alerts during extreme weather incidents. [8]

The police department in Seattle had been engaging with people through "town hall meetings" held on the platform, but in 2016 concerns were raised about whether their engagement complied with open meeting laws. [30]

From my brief research, Nextdoor seems to be a small-scale community-building network, an alternative to a Facebook group or LinkedIn, etc. The Wikipedia page includes FEMA & State of California using Nextdoor as one means of alerting targeted areas to potential natural disasters or threats, such as the fast-moving blaze that left Paradise, CA in ashes. 

Lewis County Alert & Emergency Alert notifications arrive on my cell phone; I don’t know the logistics or time savings that might be realized by using Nextdoor for these purposes. It would depend heavily on neighbors participating. I think most in our hamlet are conversant with Facebook & Instagram. 

As for a letter? Seems an unusual conveyance for an online invitation. 
I recommend showing that letter to the Post Office and/or the local police department. If it’s innocent, you’ll rest easier knowing.If you’ve just preempted the next scam, you get kudos and a shout out from The Other Toledo and all our readers.

Not Strictly Toledo: Lewis County Solid Waste Utility 
Hazo Hut and the Swap Shack at the Central Transfer Station in Centralia are open today until 4 p.m. to accept your leftover or unwanted household hazardous waste and burned out fluorescent lights. The Swap Shack is the place you can pick up good re-usable paint or cleaning products. Both facilities are open every Wednesday and the first and third Saturday from 9:00 a.m. to 4:00 p.m.

Crystal Geyser has purchased 80 acres along the Cowlitz River and applied for a permit to bottle 400 gallons of river water per minute. There is a group coming together to protest this plant, and they have a meeting in Randle in June 26th.

What: Town Hall Meeting 
When: 6 PM June 26, 2019 
Where: Randle Fire & Rescue, US Highway 12 
Why:  The purpose of this meeting is to come together as a community in opposition of Crystal Geyser’s plan to build a water bottling plant on Peters Road.

Today: Yoga at St Marys - Dancing Moon Yoga has room for a few more yoga enthusiasts 2 - 3 PM on Mondays and Wednesdays at Tribal Housing, St Mary’s. These are gentle sessions aimed toward seniors/elders, donations accepted but not required as The Cowlitz Tribe is sponsoring the class for the community. What a great share!
