Citizens for Great Toledo Schools counts down to the February 14 deadline on a $14.2 million bond measure. You can even save postage by using the ballot drop box next to Toledo Senior Center and the Headstart school. Bond details on website and Facebook.

Last Friday I attended a local Emergency Preparedness event in town. On hand were DIY customizable bags to mark or decorate to suit, and a table of supplies like hand sanitizer, tissues, bandages and dust masks to fill those bags. Jody Kaufman, a member of the Cowlitz County LDS Church, displayed a table with family-size bags of freeze-dried veggies, pancake mix and hot cocoa, noting local LDS Churches keep a store where individual packages are available for purchase, with quantity purchases online, as a service to the entire community. In the rest of the facility, individuals of all ages were learning the basics useful across a range of scenarios, natural or man-made, such as keeping calm and not panicking, seeking out help, knowing your phone number - hey, things can get confusing, right?

So what made this event stand out, and why didn’t you hear about it?

Because Toledo Head Start hosted it, by special invitation only.

Those stories about young children handling emergencies and summoning help? They learn the fundamentals here.  

Alicia Booker-Lovelady has been a Head Start parent for 10 years and credits the federally funded preschool program with her children's reading levels one and two grades ahead when they transitioned to kindergarten, and higher math skills as well. 2016 saw Toledo offer full-day classroom, with healthy breakfast, lunch and snack, and Booker-Lovelady predicts her youngest daughter’s move into full-day kindergarten will be easier on teachers and students alike.

Lewis County Head Start has been serving area families since 1986. Toni Nelson, area manager for Toledo and Salkum Head Start, says volunteers and parent participation make is all possible. Contact her to make a difference in our future - our children. Crayons provided.

The Toledo High School Family Career and Community Leaders of America (FCCLA) chapter competed in Regional STAR Event Competition on January 19. All those who competed received a Gold and will represent Toledo at the State Leadership Meeting and competition. Students have worked hard on projects including; School Supplies for Haiti, March of Dimes, Working with Children, Cyber bullying, Life Event Planning, (Chapter trip, Anniversary Party) and Chapter in Review.

Toledo Planning Commission met  7 p.m. in Council Chambers last night to elect chair and co-chair for 2017, approve 35 business license renewals, and commit to a comprehensive update to Washington State’s mandated Growth Management Act.

Rick Lovell was elected Chair, Paul (Mackenzie?) co-chair for 2017 following a brief discussion.

35 business licenses were approved for renewal.

City Clerk Michelle Whitten addressed Toledo’s 24-month extension to comprehensively update their Growth Management Plan (GMA). Hiring a professional consultant to help with changes in laws that must be incorporated into the new document is outside budget constraints, so a series of regular workshops will be scheduled to tackle the task by sections.   

As Toledo currently has no regulations on fireworks, as nearby communities do, Michelle asked if the Commission would consider establishing a policy for handling such requests proactively. State law currently requires 12 months notice on permits.

Via Vision:Toledo on Facebook, Paula Burrows says: A big thank you to Kendall Richardson of Richardson Construction and his crew for the excellent work on this remodel. It is taking time to get completed and it will be great to see a business locate in the beautiful building. Exciting to see the new windows installed and the new siding. Next will be an official front entrance and some new doors. New remodel is happening at 102 Kellogg Way in downtown Toledo.

Toledo City Council met Tuesday night to thank Public Works Department, welcome new business and residents, and discuss 2017 budget.

Public Works Superintendent Steve Blahut called in staff Monday for an emergency water line break at Cole & Second Streets, spending over 9 hours to repair the rupture in sub-freezing weather while Police Chief John Brockmueller provided traffic control where SR 505 accumulated ice from the runoff.

City Clerk Michelle Whitten and Council members welcomed Matt Wheeler of Toledo’s Paws and Stay Bark & Breakfast on Salmon Creek Road. Matt & Kyle Wheeler, who reside on-site at their dog-boarding facility, arrived in Toledo September 2016.

Budget discussions centered on gains made in the past 5 years: city offices open full time, police force expanded and equipment upgraded plus contracted services with Winlock, capital projects loan retired.

Under new business: Liquor license application from Short Stop - approved; 2017 Amusement Device application from Gateway Pizza - approved.

Adjourned 6:26 p.m.

Lewis County Interlocal (Medic One) convened Tuesday evening to hear Lewis County Medic One Supervisor Report, sign a bargaining agreement, accept a property agreement to relocate the paramedics residence, and consider a sprint vehicle purchase.

One current part-time paramedic was approached to fill a full-time vacancy after January 25, and may step into the position. Applications for full and part-time paramedics available to download at Lewis County Medic One. District 2 reported they filled their recently advertised position.

Board members adjourned for a 10-minute executive session, returning to sign a 3-year bargaining agreement.

District 2, often short-staffed, asked why the paramedics shouldn’t respond to BLS* calls in the area, saying this issue arose 6 months ago and District 2 “needs the manpower” at times. Volunteers are urgently needed.

...famous for her homemade biscuits, spearheading A Walk In The Park, and extraordinary textile art, to mention only a handful of achievements. Esther Borte, a remarkable life, remembered.

Feeling friendly? Social ties extend lives in myriad ways, as science shows. Even a reclusive writer needs a cheerleader. My friend Daniel is one such life-long supporter. His unceasing there-ness through the ups and downs throughout the years combined with his incredible history warrant respect and awe for his wisdom and kindness. As he says, “I have had many Zen teachers, all of them cats.”  

Years after our introduction, Daniel and I were working at some distance from each other one day using two-way radios to communicate. A pronouncement by a palm reader at a street fair several weeks past was at the back of my consciousness as I focused on the task at hand. She told me I had a spiritual guide in my life, someone young, tall, dark-haired, someone I already knew well. I couldn’t picture anyone who fit that description. It tugged at my brain during my waking hours.

That particular day on the job, the pieces fell into place and I said, quite without preamble, “I think I know who you are.” To which he responded with his ageless intuition, “Yes, that’s right!”

Despite this decades-long friendship and his gentle reminders, I forget his January birthday each year. Every. Single. Year. And he deserves recognition for the road he has traveled, the life he lives, his connection with a universal force you can feel in his presence. Cats adore him, high praise indeed.

So this tribute to Daniel, my Wise Wizard, is my birthday gift to him. Happy Cake & Ice Cream, Daniel!

Toledo School District to Host Community Meeting

TOLEDO January 12, 2017 - Toledo School District invites members of the public to a community meeting at 7 pm on January 23 to discuss student safety, student learning and energy efficiency projects that will appear on a bond measure in February. The meeting will be held at Toledo High School.

Kelley Wilson from Construction services Group and Ryan Swanson from Piper Jaffray will join Toledo School District Superintendent Chris Rust and Board Members Monique Norberg, Tom Lahmann, Bill Moore, and Denny Clark to help answer questions about how the bond proposal was created, what needs it will address and who was involved, as well as questions about cost. Because the high school was built more than 40 years ago, it requires substantial updates to ensure students and staff are in a safe environment that aligns with current academic requirements.

“We’re looking forward to answering questions,” said Rust. “We want the community to be fully informed about what they’re being asked to do in February.”

In addition to this community meeting, Rust is conducting building tours every Tuesday at 6 p.m. at the high school. He’s also available for house calls to explain the bond. Call 360.864.6325 to arrange a time.

The price of the bond is set at $14.2 million. It represents an estimates tax rate of $2.38/$1,000 assessed value. If the district passes the bond in 2017, the State will contribute another 8.2 million to the project.

Those gathered took inventory of pocket parks, planters and plots around town, setting down this year’s goals and brainstorming resources.

One volunteer scored 300 Spring bulbs from De Goede Bulb Farm, which are wintering over until ready for planting. One upcoming city project has requested CGGC’s participation, and civic groups may help with new greenscaping and gardens.

An estimated 200 mourners joined the family of Toledo’s Lukah Herren Sunday evening downtown at the Front Street boat launch park. Social media spread word of last night’s vigil. Near-freezing temps did little to deter friends from supporting the family.


Sister Isabelle related Lukah’s love of barrel-racing her horse Gypsy, fishing, and the outdoors, while the murmur of the Cowlitz could be heard in the darkness beyond the candle-lit shrine in place under a portable canopy.

The 16-year-old died in a tragic accident Friday night on I-5.*

Said Isabelle: “She wasn’t just some dumb kid crossing the road...everything can change in a split second.”

City of Toledo has tentatively scheduled a the valve placement needed to switch over to the new water tower, and residents should anticipate low water pressure.

As of last week, Tuesday, January 10 was set as the earliest possible date, with weather conditions influencing work. The Other Toledo and Lewis County Tribune will have up-to-date info on any changes.

Saturday’s Baked Potato Bar at Toledo Senior Center was the perfect answer to winter’s chill. These oversized bakers were done to perfection, split and popped open right in front of each hungry diner then prepared to order with all manner of toppings until the plate threatened to collapse. No skimping there. And this midday meal included more than a dozen homemade desserts, in case anyone had room for them.

Joining some familiar faces at a table, Mona Rae Fish shared a story with us:

Her 98-year-old neighbor who lives alone except for his beloved dog, treks to the Post Office 3 times a week, then stops in at Toledo Senior Center. After a bit of conversation, a hug, and half a cup of coffee, he takes his leave, saying “Well, I better get home now...I just come by because I can’t converse like this with the dog.”

Mona Rae says she signed up for art classes at Winlock Senior Center, followed her teacher to Chehalis to continue, and now does whittling class and carves figures at Toledo’s Senior Center decades later. Morning exercise class with Pam three mornings weekly keep her strong and vigorous.

Whether for a community-wide dinner, coffee and a conversation, or a broad array of classes, Senior Centers are crucial to the health of their patrons.

As Grandma says: Don’t slam the door!

On Health:

January triggers New Year’s resolutions in self-improvement from exercise and diet to lifestyle changes. A drive past Toledo Senior Center Monday following the City Council meeting revealed Zumba* in full swing with more than a few participants.

Tip: share your journey to better health with another person. Or keep a journal/blog/Twitter. Accountability keeps you on track. To wit:

Wednesday, I visited the chiropractor to straighten things out and let me breathe easier, then picked up my first prescription eyeglasses. Next week I will meet my OHSU Dental School student, the person who will restore my smile during the next few months.

Throughout each day I text my friend with “To Done!”* to mark incrementally my commitment to improving my health - morning vitamins, a healthy breakfast, brushing and flossing, walking The Girlz, napping if needed, and especially a good night’s sleep.

Whether you check in with someone, blog your progress or chart it (see the Seinfeld strategy), developing healthy new traits will become more automatic.

*Overwhelmed by seemingly eternal To Do lists combined with increased breathlessness, I despaired of accomplishing even simple tasks as my health declined over several years. So I began adding things I DID complete to that daily list, crossing them off and demonstrating that I had, indeed, gotten something done. At some point I ceased entirely using To Do lists. Today, marking things on my Google calendar replaces that endless To Do list, and I tally my To Done texts instead. Positive outlook. YMMV.

Last night’s City Council meeting included the appointment of a Mayor Pro Tem and Mayoral appointments plus ToledoTel’s food bank drive drawing for a 40” Vizio HDTV by Mayor Steve Dobosh.

ToledoTel’s annual drive netted more than $87 in cash in addition to 99 non-perishable goods to benefit Toledo’s Food Bank.

Department Reports:

Police Chief John Brockmueller report “normal” activity since December 19 City Council meeting, nothing remarkable over the holidays. Officer Andrew Scrivner left the force, and reserve officers are rotating shifts to fill current need. The City plans to hire a replacement.

Public Works: The City Council welcomed Steve Blahut as the new Public Works Superintendent.
Blahut reported a notice from Department of Ecology regarding elevated BOD (biological oxygen demand) numbers, which Blahut stated was influenced by inflow and filtration.

Valve installation work on the water tower project scheduled for last week was postponed due to conditions. Toledo has tentatively scheduled a reduction in water pressure to carry out this valve placement for next week. Lewis County Tribune and The Other Toledo will post the date, and residents should anticipate low water pressure.

Planning Commission: No Report

Park Board: One candidate is under consideration to fill the vacancy left by the passing of Esther Borte, and it is hoped Borte’s vision for enhancing and upgrading Kemp Olson City Park will be carried forward.

New Business:
  1. Council Member Greg Morosoff was voted Mayor Pro Tem for 2017.
  2. Mayoral appointments for 2017 passed.
  3. 2017 Amusement Device License application by National Entertainment Network passed.

Other Business:
Joh Jones addressed the council regarding Lewis County BOCC’s response to her suggestions for maintaining area Senior Centers under current county direction. Jones’ requests for details of line items on the county’s 2017 budget involving the senior centers brought little to no clarification. Jones is seeking support and input from the community for an equitable solution to keeping these community centers open.
John Morgan, Lewis County Tribune, recounted Toledo’s Senior Center as falling under City responsibility should other funding cease.
Council Member Guy Spratt asked about federal funds, but was informed that the centers did not qualify - currently they are under governmental jurisdiction - but they could qualify if they were non-profit entities.
Much discussion ensued.

Meeting adjourned 6:46 p.m.
