Washington State Department of Veterans Affairs announced:
March 29 is National Vietnam War Veterans Day.

On March 29, 2012, President Barack Obama proclaimed March 29, 2012, as Vietnam Veterans Day. The proclamation called "upon all Americans to observe this day with appropriate programs, ceremonies, and activities that commemorate the 50 year anniversary of the Vietnam War."

On March 28, 2017, President Donald J. Trump signed the Vietnam War Veterans Recognition Act of 2017. This act officially recognizes March 29 as National Vietnam War Veterans Day.*

Vietnam War Veterans welcome home day was placed into law by President Trump.  Please take time to "welcome home" a Vietnam veteran whenever you see one, to help heal their lack of acceptance and treatment when they did come back from the war.  If you know they are a veteran who was in the vietnam war try "Welcome Home" instead of "Thank you for your service" you'll get a wide smile.

Food Safety Network posted: Import Alert for Mexican papayas over widespread Salmonella contamination

The conditions that two years ago led to a deadly multistate salmonella outbreak due to  Maradol papayas imported from Mexico remain largely unchanged.

Imported papayas from Mexico remain under an import alert issued by the Food and Drug Administration (FDA) that permits U.S. ports of entry to detain the Mexican produce without physical examination.  FDA’s concern once again is the potential for widespread Salmonella contamination Mexican grown papayas for the American market.

From Spokane-area Inlander: Commissioner of Public Lands Hilary Franz says the ($62M/year) funding is necessary because the state has recently faced serious risks from wildfires. 2018 was DNR's busiest fire fighting season ever, with the agency responding to more than 1,850 fires that burned 440,000 acres across the state. The proposal also creates a dedicated source of money for the agency, creating more certainty in firefighting efforts…

#FlagLowering - 3/28/19 (Deputy Ryan Thompson)

Governor Jay Inslee is deeply saddened by the death of Kittitas County Sheriff’s Deputy Ryan Thompson, 42, and directs that Washington State and United States flags at all state agency facilities be lowered to half-staff in his memory on Thursday, March 28, 2019.

Deputy Thompson was killed in the line of duty on March 19, 2019.

Flags should remain at half-staff until close of business or sunset on Thursday, March 28.
Please notify your staff and all of your field offices and facilities around the state.
Other government entities, citizens and businesses are encouraged to join this recognition.

A memorial service will be held at 2:00 pm on March 28 at the Nicholson Pavilion, 715 E. Dean Nicholson Blvd., on the Central Washington University Campus in Ellensburg, Washington.

One reader responded to this week’s CDC post recommending antiviral treatment (Tamiflu) to lessen symptoms & reduce down time with a paper offering an alternative remedy.

On file with the NCBI-National Institutes of Health, this article was originally published June 2015 in the journal Canadian Family Physicians.

Excerpt: “A colleague of mine and I have introduced vitamin D at doses that have achieved greater than 100 nmol/L in most of our patients for the past number of years, and we now see very few patients in our clinics with the flu or influenzalike illness. In those patients who do have influenza, we have treated them with the vitamin D hammer, as coined by my colleague. This is a 1-time 50 000 IU dose of vitamin D3 or 10 000 IU 3 times daily for 2 to 3 days. The results are dramatic, with complete resolution of symptoms in 48 to 72 hours. One-time doses of vitamin D at this level have been used safely and have never been shown to be toxic.8 We urgently need a study of this intervention. The cost of vitamin D is about a penny for 1000 IU, so this treatment costs less than a dollar.”

The U.S. Food and Drug Administration is cautioning pet owners not to feed their pets three lots of Darwin’s Natural Pet Products raw dog food after samples from these lots tested positive for Salmonella. The codes for each product are listed in the second group of numbers below the barcode on the package. These products are as follows:
  • Darwin’s Natural Pet Products Natural Selections Chicken Recipe with Organic Vegetables for Dogs: 5309(11)181019, manufactured on October 19, 2018
  • Darwin’s Natural Pet Products Natural Selections Chicken Recipe with Organic Vegetables for Dogs: 5375(11)181106, manufactured on November 6, 2018
  • Darwin’s Natural Pet Products Natural Selections Turkey Recipe with Organic Vegetables for Dogs: 5339(11)181026, manufactured on October 26, 2018
If you have these lots of Darwin’s Natural Pet Food, throw them away.

The FDA is issuing this alert because these three lots of Darwin’s Natural Pet Products raw dog food represent a serious threat to human and animal health and are adulterated under the Federal Food, Drug, and Cosmetic Act because they contain Salmonella.

Salmonella can affect both human and animal health. People with symptoms of Salmonella infection should consult their health care providers. Consult a veterinarian if your pet has symptoms of Salmonella infection.

Because these products are sold and stored frozen, and the FDA is concerned that people may still have them in their possession...  

Without an effective control, such as cooking, raw pet food is more likely than other types of pet food to contain pathogens such as Salmonella. Refrigeration or freezing does not kill the bacteria. Pet owners who choose to feed raw pet food should be aware of the risks associated with these products.

“Almost all occultations that are visible from Earth occur between the Moon and another planet, but there’s something special about occultations of Saturn, owing to the extended, easily-visible nature of its ring system. The events themselves last longer as the planet disappears and reappears behind the Moon, as Saturn with its rings is a more extended sight than any other world as viewed from Earth.

There’s an entire astronomy enthusiast community devoted to observing occultations, and they’ve developed some very extensive resources that are freely available to the public. If you miss the occultation of Saturn on March 29, don’t fret; there’s another coming up on April 25, visible from Australia, New Zealand, and the western portion of South America.

When you see that pinprick of light approach the Moon, remember what it is you’re really looking at: the great ringed giant of our Solar System, preparing for its spectacular moment in the shade.”

On Friday morning, March 29, the Moon will appear to pass in front of Saturn, creating the spectacular and rare phenomenon of an occultation. For skywatchers across most of the world, it will simply appear as a close approach, as though the Moon had a satellite of its own for a brief time. But if you’re located in eastern South America or southern Africa, you might want to take a closer look for a chance at seeing the disappearance or reapparance of Saturn behind the Moon!

The Moon will swallow Saturn this coming Friday morning, and if you’re careful and prepared, you can see the event for yourself.

Hurry, deadline to apply for this free year-long institute is in two weeks!

National Farmers Union's Beginning Farmer Institute (BFI) is a free training programs for new producers of all ages and operation type/size. Participants attend three in-person learning sessions over the course of the year, one each in Washington, D.C., Northern California, and Savannah, Georgia. The sessions include farm tours as well as seminars on a variety of beginning farmers issues, such as business planning, USDA programs, and acquiring land.

Applications for the 2019-2020 BFI cohort will be open February 1 through April 15.

(Monday) night I got a message from an anonymous community member that there was a meal waiting for the Schey family at Chimis, ready for pick up. This generous act helped to support and encourage a local restaurant (who had experienced a break-in the night before) while caring for the needs of a local family dealing with medical challenges. The family said the meal was just perfect and sent hugs to their “Dinner Angel”!

Op Ed: Police & Use Of Unmarked Patrol Vehicles

Recently a reader questioned the legality of using unmarked vehicles for patrols, others quickly presuming only the guilty would complain about this protocol.

I have been made aware of people having questions about TPD using unmarked patrol cars. This issue was checked into a few years ago by TPD/City Hall.. It was discussed with county prosecutor, city insurance company as well as other legal teams. The outcome was that using the cars as we do is legal. We have a city ordinance #732 that also permits this to happen. If you wish to discuss this further please contact me or do a public records request for a copy of the city ordnance #732. Thank you and I hope this helps stop any confusion with citizens and their PD

While I know & enjoy a good relationship with all the local constabulary, one respondent highlighted a salient factor:

  • Not causing drama folks, just making citizens aware of the Law in Washington.
As is I stated earlier this law is here to protect people from being pulled over by criminals who impersonate police. This happens all the time. Women get assaulted and people get extorted for money by imposters.

Traveling the country several decades ago, I was targeted by less than scrupulous men hiding behind badges. Thankfully, I could generally find someone on the CB radio to pull over on pretext of checking tires, load, etc. & provide an extra pair of eyes. More than once the man behind the badge threatened to have the other driver arrested & charged if they failed to leave the scene (& me). I remain grateful to those who risked their own safety to assure my own.

I learned not to stop until I could find safe haven - a 24-hour truck stop or other well-lit busy venue, a staffed toll booth, a rest area on a toll road. Often the one threatening dire consequences for failure to yield would peel off before I pulled up at the (full-service) fuel pumps.

Only once did an officer follow me right to the full service pumps, and after a stern admonishment (with plenty of burly witnesses) set me free with a caution.

Unlike my old mum, I didn’t automatically suspect men in uniform, men bearing a badge. Her view of those entrusted to protect & serve was ultimately revealed in, of all things, a packet of love letters between her future husband & herself during WWII.

Because she had a Wisconsin drivers license, she landed a job transporting crews of (shh!) door-to-door magazine sales, a story she admitted shamefaced in her later years. In those last years as she grew increasingly frail, she would experience nightmares which I was assured by her caregivers were the hysterical ramblings of a woman suffering dementia. She would cry out and claim, “I have been misused!”

Those love letters I discovered later bore all the euphemisms of a traffic stop gone wrong in the South, where her Yankee accent marked her for sport. Those nightmares were recollections of events long past. Her respect for uniforms was forever tarnished.

Don’t misunderstand me. Today’s police & deputies understand they have stringent guidelines to maintain, judged in the court of phone cameras & social media & instant if not accurate newsfeeds. And when I call for help, I trust a skilled professional will show up on my behalf.

But don’t discount that woman’s hesitation. The #MeToo Movement has more members than anyone’s brother really knows.

Q: What gave you the idea to study consumers’ use of personal devices in the kitchen?
Lando: This issue surfaced when we were working with colleagues at the U.S. Department of Agriculture (USDA) on the questions for the 2016 Food Safety Survey (FSS), which FDA conducts in collaboration with USDA. As you know, smartphones, tablets, and other devices have become ubiquitous in our daily lives. We take them everywhere—work, the store, the bathroom, the gym, and many other places. It makes perfect sense to use them in the kitchen, and people are increasingly doing that. Why have 50 cookbooks when you can just look at your phone?

Bazaco: I teach a class on emerging infectious diseases at the University of Maryland and like to ask the students how many use their cell phone in the bathroom. About 90 percent usually raise their hands. I then asked how many used their phones in the kitchen and a lot of the same people raise their hands. That was eye-opening to me so we decided that we wanted to look more into this.

Our daughter is dealing with several medical issues, recent hospitalizations and many physical limitations during her time of healing from life threatening dissected artery with blood clot in her brain, a dvt, and a pseudoaneurysm in her angiogram site. Due to these limitations she may not do many routine things to keep her household in order, especially with her husband working out of state most days. Update: After a few return hospital stays Kelly has been given even stricter orders to slow down and take it easy while she heals. The family could use some easy, one pan homemade freezer meals that the kids can pop in the oven or crock pot with minimal prep. Please check in with Kelly to arrange delivery. Thanks!
Original message from March 4th: Friends, thank you for signing up to help show some love and care to the Schey Family, who is so often doing the same for others in our community! It can be difficult for givers to receive but this is our chance to help Kelly get the rest she needs to heal and recover well.
Kelly says she and her family are not picky and enjoy meat and vegetables. There is a slight preference for low carb, low sodium as that makes it easy for a Kelly to manage her current dietary needs but is not essential as she can easily monitor her portions. Crockpot ready and Freezer meals are also appreciated.
To limit visitors while she recovers please either connect with me to arrange your meal drop off at my place to be delivered with other meals or text or call Kelly to find out the best time for delivery. Thanks!

  • PET FOOD RECALL: Hill’s Pet Nutrition has expanded its January recall of canned dog food to include 85 total lots of 44 varieties of Hill’s Science Diet & Hill’s Prescription Diet canned dog food due to very high levels of vitamin D. Owners should stop feeding all recalled products and contact their vet if their dog shows signs of vitamin D toxicity, which can lead to kidney failure or death. Symptoms to watch for include vomiting, decreased appetite, increased thirst, increased urination, excessive drooling & weight loss.

“Choosing which of these missions to build and fly will, in many ways, inform our plans for the next 30 years (or more) of astronomy. NASA is the pre-eminent space agency in the world. This is where science, research, development, discovery, and innovation all come together. The spinoff technologies alone justify the investment, but that’s not why we do it. We are here to discover the Universe. We are here to learn all that we can about the cosmos and our place within it. We are here to find out what the Universe looks like and how it came to be the way it is today.

People will always argue over budgets — the penny-pinchers are always happy to propose something that’s faster, cheaper, and worse — but the reality is this: the budget for NASA Astrophysics as a whole is just $1.35 billion per year: less than 0.1% of the federal discretionary budget and less than 0.03% of the total federal budget. And still, for that tiny amount, NASA has steadily built a flagship program that’s the envy of the free world.”

Every 10 years, NASA performs a decadal survey, where it outlines its highest mission priorities for the next 10 years. The 2020 decadal is happening imminently, and once the recommendations are submitted to the National Resource Council at the National Academies of Science, the four flagship finalists will be ranked. This will determine NASA astrophysics’ direction for the 2030s.

James Webb is the flagship for the 2010s; WFIRST is it for the 2020s. What will we choose for the 2030s? It will be one of these four finalists! Dream big, everyone.

AG Ferguson today filed a motion to join a lawsuit challenging the U.S. Navy’s practice of scraping the hulls of decommissioned vessels in a way that pollutes Puget Sound. This contamination can harm marine life up and down the food chain, including salmon and orcas.

Cowlitz Co. officials issue county wide burn ban, multiple brush fires - 03/20/19
Cowlitz County, WA – Multiple brush fires have ignited across the county and a burn ban has been instated by Cowlitz County officials; this includes residential fires and burn pile burning.  Brush fires in the area of Carlon Loop Rd (2-3 acres), Ragland Rd (3-4 acres), Tower Rd (unknown size at this time), and North Maple Hill Rd (200-400 feet wide) have ignited, some caused by unattended campfires and burn piles that the wind caught.  Most of the fires in the last few days have required evacuations of homes that were threatened by fire.

Recent warm temperatures, low Relative Humidity (RH) levels, and strong warm East winds have contributed to the cause.  Cowlitz County has had over seven brush fires in the past three days. Local resources including Cowlitz 2 Fire & Rescue, Cowlitz County Fire District 5, Cowlitz County District 6, The Department of Natural Resources (DNR), Longview Fire, Cowlitz County Sheriff’s office have all contributed to the fire suppression efforts and evacuations.

Washington State Fire Wire reported Wednesday:
WILDFIRE ACTIVITY - WASHINGTON STATE: Warm, dry weather coupled with an East Wind event have resulted in 25 wildfires for a combined 313 acres. 24 of those fires started in Western Washington. Just caught word of resource requests happening for a 100+ acre fire (possibly southwest WA - Lewis County which was listed at 80 acres yesterday), though we haven't had that confirmed as of yet.

Washington State Department of Natural Resources reported: "Brush fires can get out of control especially when we haven’t had much moisture recently."

Commissioner of Public Lands Hilary Franz talked to KOMO News about the nearly two dozen wildfires that popped up this week in Western Washington. Please be careful out there!

Rapid City Diocese: 21 priests credibly accused of sexual abuse

Early childhood trauma is why so many in our nation are addicted to substances, involved with domestic violence, cannot hold jobs. Early trauma destroys the lives of many. It might be a choice to do drugs, etc., but sometimes the pain is just too much. To be a strong nation of healthy citizens we need continue to clean this mess up. The danger to our country does not lie outside of us but lies at our feet. Building a wall, fortifying our military, will not make us stronger but will probably destroy us until we re-build the foundation. If it’s not on our doorstep yet, it doesn’t mean it is not already affecting our life in one way or another. Stand tall, shine your light and be brave knowing this evil is being destroyed.

WHEREAS, throughout our country's history, courageous men and women of the Evergreen State have answered the call to protect and defend justice, liberty, and the freedom we hold so precious; and

WHEREAS, rising above the call of duty at the risk of grave injury and loss of life, a celebrated few of these fearless service members distinguished themselves as heroes in the eyes of their comrades through their bravery and self- sacrifice; and

WHEREAS, in 1862, the United States Congress established the Medal of Honor as the highest award to be given to members of our country's military forces in recognition of their incredible valor during armed conflict; and

WHEREAS, Washington honors the 46 Medal of Honor recipients from Hazard Stevens during the Civil War to the War on Terror; and

WHEREAS, on January 12, 2019 Joe Jackson, an Air Force Lieutenant Colonel who received the Medal of Honor for his heroism during an attempted rescue of a 3-man USAF Combat Control Team from the special forces camp at Kham Duc, died at his home in Washington state at the age of 95; and

WHEREAS, in 1990, Congress designated March 25 annually as National Medal of Honor Day;

NOW, THEREFORE, I, Jay Inslee, Governor of the Great State of Washington, do hereby proclaim March 25, 2019 as

WHEREAS, the Vietnam War was fought in Vietnam from 1961 to 1975, and involved North Vietnam and the Viet Cong in conflict with United States Armed Forces and South Vietnam and on March 30, 1973, the United States Armed Forces completed the withdrawal of combat troops from Vietnam; and

WHEREAS, the Vietnam War was an extremely divisive issue among the people of the United States and members of the United States Armed Forces who served bravely and faithfully were, upon their return home, caught in the middle of public debate about the involvement of the United States in the Vietnam War; and

WHEREAS, 1,123 members of the United States Armed Forces from Washington State were killed or declared missing in action in Vietnam, and hundreds were wounded; and

WHEREAS, more than 190,033 Vietnam-era veterans live in Washington State and our Nation stands stronger for their service, and

WHEREAS, the people of Washington realize that one of our most fundamental obligations is to show respect and dignity to all who have worn the uniform of the United States, and to honor their sacrifice by serving them as well as they served us; and

WHEREAS, Washington State passed legislation in 2013 proclaiming March 30 of each year as Welcome Home Vietnam Veterans Day in our state;

Cowlitz County Sheriff's Office reported:
At 7:21 AM on March 18th, 2019 Deputies of the Cowlitz County Sheriff's Office were dispatched along with an EMS unit from Cowlitz-Lewis Fire District # 20 in Vader to the report of a person down in their residence just north of Ryderwood on State Route 506 in NW Cowlitz County. It was determined that the subject was deceased and that the death was suspicious in nature. Detectives obtained a search warrant for the residence and the scene is being processed by the Washington State Patrol Crime Scene Response Team at this hour. Identity of the person and cause and manner of death will be pending further investigation by the Cowlitz County Coroner's Office. Detectives are asking anyone with information concerning the case contact the Cowlitz County Sheriff's Office at (360) 577-3092. Detectives would also like to be contacted by anyone who may have video of State Route 506 between I-5 and Ryderwood as well as any other connecting roads in the area. Case Detective is Lorenzo Gladson and Detective Sergeant is Troy Brightbill.

“You may remember that two months ago, in January, we received a total lunar eclipse: where the Sun, Earth, and full Moon were perfectly aligned. Now that it’s two months later, the full Moon is misaligned, because the plane that the Moon orbits the Earth in is tilted with respect to the Sun.

This is incredible for science! On any old equinox, you can measure your latitude on Earth; on any solstice, you can measure the axial tilt of the Earth. Well, on an equinox that coincides with a full Moon, you can measure how far out of the Sun-Earth plane the Moon actually is at this particular moment in time. And if you know when the last eclipse was and the next eclipse will be, you can actually determine the tilt of the Moon’s orbit. Here’s how.”

If you had a perfectly vertical stick on the day of the equinox, by measuring the shadow it casts when the Sun reaches its highest point above the horizon, you can measure your latitude. Yet that very night, when we have a full Moon, measuring the same shadow on the same object will give you a very different answer, by a little more than 4 degrees. The reason is because the Moon’s orbit is tilted with respect to the Earth-Sun plane.

This is brilliant! Make that measurement yourself, and you can calculate the Moon’s orbital tilt for yourself. Here’s how.

We are just days away from our first work party (March 23, 2019). I've been calling it our 'facelift' work party. Lots of areas to get cleaned up and looking fresh again. A list of things you can bring to help out: a pair of gloves for yourself, weed eaters, pressure washers, hoses, rakes, shovels, wheelbarrow. We will be getting started at 9:00AM for the work party. I know we plan on being there for some of the day and if you can't be there at 9:00AM you are more than welcome to swing in when your available.

Also this is our Lady Diamonds HS camp day. Any youth age girls are welcome to signup for camp. You can print the form and bring it with you Saturday at the appropriate registration time.

It was a day for lessons in life and death. As we walked the paths at school we found signs of spring, pops of color and new life! This little one sat with this flower for a long while after the others had moved on. “Let’s not touch it” she whispered to me as I got close. Then “Maybe just touch it very gently...”

Meanwhile another child discovered the carcass of a bird. “Isn’t this a marvelous discovery?!” “But where have it’s eyes gone?” As the children surrounded the carcass and wondered about it Farmer Brian reminded them about germs, showed them how to safely handle the carcass and held a short and sweet burial ceremony thanking the animal for the lessons in life and death.

We usually look at the Mount St. Helens snow pack at this time of year to try and predict what summer access will look like. Sure feels like there's a lot of snow out there, huh? Actually, looking at the data, it's pretty middle of the (snow) pack. 2019 data is the dotted red line. A review of the June Lake SNOTEL data (south side of St. Helens at about 3700'), the average snow pack from 2004-2018 for March 12th is 88.5" and we're at 105" in 2019, so a bit above average. Six of the past 14 years had more snow, and 8 had less. The chart only reflects data since 2014 (because it would be too busy to show all of that data), but the last two years had more snow at this point, 2016 had a big dump of snow in the 3rd week of March, and 2014 and 2015 were historically pretty wimpy. Anyhow, thought you'd find this interesting.

“This picture, of huge Universes, far bigger than the meager part that’s observable to us, constantly being created across this exponentially inflating space, is what the Multiverse is all about. It’s not a new, testable scientific prediction, but rather a theoretical consequence that’s unavoidable, based on the laws of physics as they’re understood today. Whether the laws of physics are identical to our own in those other Universes is unknown.

If you have an inflationary Universe that’s governed by quantum physics, a Multiverse is unavoidable. As always, we are collecting as much new, compelling evidence as we can on a continuous basis to better understand the entire cosmos. It may turn out that inflation is wrong, that quantum physics is wrong, or that applying these rules the way we do has some fundamental flaw. But so far, everything adds up. Unless we’ve got something wrong, the Multiverse is inevitable, and the Universe we inhabit is just a minuscule part of it.”

In case you missed Cowlitz County's Tree sale last Saturday, here's a second chance!
Where: Albertson’s parking lot, 2108 W Main St., Battle Ground.
The sale last year ended at about 11 a.m. when all trees were sold. About 11,800 trees were sold last year.
Trees in this year’s sale will be priced at $1, $2 and $3 each. Popular Douglas Fir trees will be priced at $1 each, along with Western Red Cedar, Norway Spruce and Sitka Spruce. This year’s Douglas Fir and Western Red Cedar trees will be about 18 inches tall.
Priced at $2 will be Grand Fir, Noble Fir, Ponderosa Pine, Shore Pine, Scotch Pine, Red Alder, Big Leaf Maple, Oregon Ash, Red Osier Dogwood, Pacific Willow and Red Elderberry.
Deodar Cedar, Incense Cedar, Giant Sequoia, Vine Maple and Red Flowering Currant will be offered at $3. Oregon Grape and Salal will also be available.

The Cowlitz County Sheriff’s Office Marine Division, will begin hosting an Adventures in Boating certification course. Classes are open to any individual who needs to obtain a Washington State Boaters Education Card. The next available class will be held on Saturday, March 16th, 2019. The class will run from 8am-3:00pm at the Cowlitz County Training Center, 1942 1st Ave in Longview. Cost for the class is FREE.

Washington State Department of Veterans Affairs posted:
Washington Service Corps volunteers to see nearly 11 percent stipend increase next year

OLYMPIA - Volunteers serving in the Washington Service Corps next year will receive the second highest living allowance of all AmeriCorps members in the state.
Increased funding from both the Employment Security Department, which administers the Service Corps program, and from community organizations which host the volunteers will bring member stipends to $1,450 per month.

“The cost of living has increased significantly in the last few years, and we were looking for ways to respond,” said James Trujillo, director of the Washington Service Corps, a program under the national AmeriCorps umbrella. “We want community service to be viable for everyone, no matter their economic background. This increase is an improvement, but we recognize we have to do more.”

The only other AmeriCorps program in Washington with a higher stipend is the Washington Conservation Corps, which gives its members about $1,840 per month.

Stipend levels for AmeriCorps volunteers vary across the country. The federal Corporation for National and Community Service funds 80 percent. The state as well as local public and private organizations that host volunteers make up the difference. They also pay for other member expenses and operational costs.

“This stipend increase helps to support the outstanding efforts of our Washington Service Corps members,” said Employment Security Commissioner Suzi LeVine. “Our volunteers help meet crucial needs in under-resourced communities across the state. The impact of their service should not be underestimated.”

The announcement about the stipend increase comes in time to celebrate the nationwide AmeriCorps Week March 10-16.

Next year’s increase will be the biggest, but not the first in Washington Service Corps history. From 2015 to 2017, the Service Corps stipend totaled $12,548 for 10 ½ months of service, if the member completes the full term. In 2017, the stipend went up to $12,630 and in 2018 to $13,732. For the 2019-2020 program year, the total stipend will be $15,225.

In addition to this increase, members anywhere in the state could see an additional raise next year if their service organizations choose a contract option allowing them to pay more to all members serving at their sites. The total amount of the increase would go directly to members, Trujillo said.

FDA Provides Update on Investigation into Potential Connection Between Certain Diets and Cases of Canine Heart Disease

Excerpt: The FDA first alerted the public about this investigation in July 2018. Since then, the FDA’s Center for Veterinary Medicine (CVM) has taken a multi-pronged approach to the investigation, collaborating with a variety of components of the animal health sector to collect and evaluate information about the DCM cases and the diets pets ate prior to becoming ill…

In cases in which dogs ate a single primary diet (i.e., didn’t eat multiple food products, excluding treats), 90 percent reported feeding a grain-free food. Approximately 10 percent reported feeding a food containing grains and some of these diets were vegan or vegetarian.
A large proportion of the reported diets in DCM cases – both grain-free and grain-containing – contained peas and/or lentils in various forms (whole, flour, protein, etc.) as a main ingredient (listed within the first 10 ingredients, before vitamins and minerals).
The products included commercially available kibble, canned and raw foods, as well as home-cooked diets...

The FDA continues to encourage pet owners and veterinary professionals to report both symptomatic and asymptomatic cases of dogs suspected to have DCM connected to diet by using the electronic Safety Reporting Portal or calling their state’s FDA Consumer Complaint Coordinators. The FDA will continue to provide updates on the progress of this investigation and will alert the public about significant developments.

The Universe is expanding, and we can confirm this by looking at the relationship between how redshifted a galaxy’s light is compared with how far away it is from us. But if these galaxies, at some point in the far future, stop being redshifted and start moving closer and closer to us again, does that necessarily mean that the fabric of space is contracting? Is all of space necessarily recollapsing? Or could the galaxies simply be moving towards us, owing to some massive attraction, while the fabric of space doesn’t recollapse at all? Does a Big Crunch necessarily equate to a recollapsing Universe?

Even though we don’t know whether dark energy will reverse itself or not, we do know the answer to this question, and yes, a Big Crunch does mean recollapse! Find out why on this edition of Ask Ethan.

UPDATE: Hello Softball Parentals,
We have currently finished rosters and coaches should have them by tomorrow morning. So please expect to be hearing from coaches soon. Most coaches met with me today to get signed up for field time and information needed to get started.
As there has been some confusion on how start dates get pushed off and do not always happen on time and why we urge people to make signup dates...
When we closed the last signup we had approximately 10-12 players signed up in each age division. Which literally is every presidents dream to have perfect numbers... 10-12 or 20-24 per age group... you get either one good sized team or you get two good sized teams.(Which by the way in my 12+ years has never happened). And after final signups rolls on we get phone calls and messages from parents hoping we can still accept players... and as a parent and president I want every girl wanting to play to get a spot... so this year I think we collected close to 30-35 signups after our 3 signup dates. Which added almost 5-8 girls per age group... that leaves 15-19(ish) girls per age group. So this means we have too many on one team (which some towns have to do) or we try to split and make two teams, which really isn't enough. We need to go out and try to find a couple more for each age group or turn girls away or have one huge team. And sometimes it does work out to move girls up a age division to lessen or fill where needed. This also means keeping some coaches on standby not knowing where players will land or if we need to start asking each parent to fill a coaches spot. Countless hours are spent trying to make sure team sizes are the best for players. With large team numbers, each player gets less time on the field. But when we can split them down, each player will get more field time. Which also brings up another important reminder to parents and how important it is to make scheduled team stuff. If your players team was split down to 10 players and two people don't show up to practice, it hinders running a full field practice and what they need to know on game day. And if your short two players on game day you technically have to forfeit. Most Lewis County league coaches will let you play but it hurts the other girls that are trying to do double time on the field where there are empty spots and the field is not meant to be covered that way.
I hope this answers questions for future years when things don't start as planned. There are so many hours spent behind the scenes making seasons happen for players to get out onto the field. Field maintenance and supply's, jerseys and sweatshirt orders, equipment that needs sorted and updated, insurance and waivers to be updated so girls can be on the fields, Toledo softball board/coaches meetings, Lewis County League meetings, building league schedules... and really the list goes on...

The City of Toledo is seeking one person to fill a vacancy on the Planning Commission.  The Planning Commission acts as an advisory body to the City Council on all land use, and comprehensive planning issues.  The Commission is specifically responsible for providing recommendations on subdivisions, zoning, annexation requests, reviewing and approving conditional use permits, approving business license, and is an integral part of the implementation of the Growth Management Act.  The vacancy must be filled by a citizen of the corporate City limits of Toledo. Overview: Based on the current less than normal snow pack, and expected precipitation and temperatures, for western Washington, the flood risk is minimal as is normal...

Flooding in western Washington is unlikely during the period of mountain snowpack runoff, which peaks from April through June.

Rivers west of the Cascades crest usually reach their highest peak flows during the winter season from the heavy rain from winter storms. The vast majority of river flooding in western Washington, and almost all major floods, occur between November and March. Heavy rainfall, rather than snow melt, is the primary cause of these events.

The historical record does not show major flooding in western Washington during the period when the mountain snowpack runs off. The runoff from snow melt, even during unusually hot weather, is small compared to the runoff during heavy winter rains. This is true regardless of the size of the mountain snowpack.

WDFW seeks comments on Mount St. Helens Wildlife Area plan


OLYMPIA – The Washington Department of Fish and Wildlife (WDFW) is seeking public comments on a draft management plan for the Mount St. Helens Wildlife Area in southwestern Washington.

The wildlife area comprises 18 units located in Cowlitz, Clark, Skamania, and Wahkiakum counties and covers a total of roughly 9,897 acres. The Mount St. Helens Wildlife Area is largely managed for elk in the North Fork Toutle River Valley. The other units are diverse, and provide habitat for multitudes of species, over a broad range of habitats including old growth forest, forested floodplains, ancient lava flows, mineral springs, and wetlands.

Over the past year, WDFW staff has worked with a citizen-based advisory group to develop a draft management plan that addresses the status of wildlife species and their habitats, restoration efforts, and public recreation on the wildlife area.

"Wildlife areas are public lands, so it is critical for us to have public input to inform management," said Cynthia Wilkerson, WDFW lands division manager.

The plan will be available on WDFW's website at https://wdfw.wa.gov/lands/wildlife_areas/management_plans/mount_saint_helens/

The public can submit comments online through April 8 at http://wdfw.wa.gov/licensing/sepa/sepa_comment_docs.html


The public comment period will be conducted under the State Environmental Policy Act, which is designed to ensure that Washington citizens can participate in governmental decisions that could affect the environment.

The department is revising management plans for the state's 33 wildlife areas to reflect current conditions and identify new priorities. WDFW is also currently updating management plans for its Scatter Creek and South Puget Sound wildlife areas in western Washington and Sunnyside-Snake River Wildlife Area in southeast Washington.

The Washington Department of Fish and Wildlife is the primary state agency tasked with preserving, protecting and perpetuating fish and wildlife and ecosystems, while providing sustainable fishing and hunting opportunities.  WDFW manages more than one million acres of public land across the state that is designated for wildlife habitat and public recreation.

Here is a flyer about the multi-agency Washington Soil Health Initiative (SHI). The WSU and WSDA funding requests were included in the Governor’s budget (biennial total = $3.6m in the Governor’s budget). At this time, there are not specific pieces of legislation in either the House or Senate for the SHI, it is a simply a budget item in the WSU and WSDA funding package requests that the Legislature will be considering. It would be a good idea to let your state legislators know that you support this budget request so they know when it comes time to vote on this.

The goal of the Washington SHI is to create a state-wide system of soil health research and demonstration sites to advance knowledge and implementation of soil health management practices in all of the areas / agricultural systems in the state. The SHI a multi-agency partnership that has been under development for approximately two years, but builds on significant historical leadership efforts by the WSU Center for Sustaining Ag & Natural Resources Advisory Committee to bring increased focus on research, education / extension, and implementation to agricultural soil health / quality across ag systems in the state.

The Washington State Conservation Commission (WSCC) portion outlined in the flyer was not included in the current budget request. The WSCC request will likely be resubmitted as a supplemental budget request next year (assuming the WSU and WSDA parts are funded).

Breaking Kepler’s laws, Uranus moved too quickly for decades, then at the right speed, then too slowly. The observations weren’t easily dismissable, but their physical cause was unknown. An additional planet beyond Uranus, gravitationally tugging on it, offered a potential solution. Determining the mass, orbital parameters, and location of an unseen world presented incredible calculational challenges.”

On March 11, 1811, Urbain Le Verrier was born. As a mathematician of tremendous skill in France, he had only a passing initial interest in astronomy, until the 1840s, when the influential François Arago suggested that he take up the puzzle of Uranus’ orbit, which appeared to violate the laws of planetary motion. Le Verrier theorized that if there were an outer planet beyond Uranus with the right mass and orbital parameters, it could cause these observed orbital anomalies. On August 31, 1846, Le Verrier composed a letter detailing his predictions and sent it to the Berlin Observatory. On September 23, the letter arrived. That very night, the portion of the sky where Le Verrier claimed a new planet should be was clear, and less than one degree away from his location, there it was: the planet Neptune.

Arago immortalized Le Verrier as the man who discovered a planet with the point of his pen. It remains an astronomical achievement of the highest order.

Be present when your child is using any online device, watch what they’re watching and discuss what they’re seeing. Talk to your children about how to respond if they encounter anything in the digital world that is scary or threatening. Children understand, “...makes you feel icky or scared”. Just as they would tell you if they had something troubling happen at the store, they should know they can come to you with something that happens online. Make conversation with children about what they are seeing and doing online a frequent practice.

Lewis County Permaculture Society’s Chrys Ostrander asks: Your Action is Requested!
Good news from Olympia: SB 5947, "Establishing the sustainable farms and fields grant program" passed the Senate!

This bill would create a competitive grant program through WSDA to fund projects that reduce greenhouse gasses and increase rates of carbon sequestration on farms and ranches.

However, now action is needed for it to get a hearing in the House Rural Development, Agriculture, & Natural Resources committee. We need to get farmers and ranchers, as many as possible in these legislators’ districts, to call and email to ask Chairman Blake to schedule SB 5947 for a hearing, and to speak in support of the bill. Take a look at the list, and call your representative encouraging support for SB 5947 and request specifically that a hearing for the bill be scheduled in the House Rural Development, Agriculture, and Natural Resources Committee. Lewis County offers an Adopt-A-Road Program for community members or groups interested in cleaning litter from county roadways.

The Lewis County Department of Public Works Solid Waste Utility offers an Adopt-A-Road Program for community groups or like-minded friends and neighbors to pick up litter along county roads. Groups that adopt a local roadway will be loaned litter grabbers, hard hats, safety vests and road safety signs, and be provided with litter bags to fill and leave in a pre-determined spot for collection by a county crew. The groups must agree to clean their designated roadways a minimum of two times per year. Anyone interested in this program may call 360-740-1451 with questions or to request an application.

FDA Recall: McDaniel Life-Line LLC Issues Voluntary Worldwide Recall of Life-Line Water
McDaniel Life-Line LLC is voluntarily recalling all lots of Life-Line Water to the consumer level. This product is being recalled because FDA analysis found the product to be contaminated with Pseudomonas aeruginosa.

Use of the contaminated product has a remote probability of necessitating medical or surgical intervention to preclude or reverse permanent damage to a body structure or function. To date, McDaniel Life-Line LLC has not received any reports of adverse events related to this recall.

Legislature Hits Halfway Point as Support for Public Education Continues to Grow

OLYMPIA — March 5, 2019 — In the February Special Election, a majority of voters across the state approved nearly 98 percent of school operating levies and 85 percent of school construction levies and bonds.

This strong voter support serves as a powerful reminder that despite the Legislature’s important progress in education funding, the work is not over. Public education — our state’s paramount duty — is the engine that powers the long-term success of our state.

Last spring, more than 30,000 Washingtonians shared their budget priorities for public education. There was broad consensus around five top priorities:

1. Student support services, such as counseling, advising, and mental health.

2. Greater efforts to recruit and retain educators.

3. Increased access to career and technical education opportunities.

4. Enhancements to school safety.

5. Effective buildings and facilities for learning.

As the focus of the legislative session shifts from policy development to budget adoption, I strongly encourage bipartisan efforts to further invest in our public schools. A key piece of this is the need for unprecedented investments to support our students with disabilities.

In addition, the Legislature needs to further empower local communities to go beyond the state’s program of basic education. The cut to levy authority made last year was too deep and has left many school districts struggling to maintain critical support services for students.

I am confident that legislators can make substantial progress for public education over the next two months before the legislative session ends. For direction, they need only listen to their voters.

In his new role as a hospital corpsman in a Walter Reed facility outside Washington, Sully's duties are to provide support, comfort and cheer to wounded veterans, their families and facility staff, thus reducing stress and increasing positive feelings, the medical center said.

From The Old Farmer’s Almanac: MARCH FULL MOON NAMES
Historically, Native American and other traditional names for full Moons were used to track the seasons. Note that each full Moon name was applied to the entire lunar month in which it occurred.

Traditionally, the Moon we see in March is called the Full Worm Moon. At this time of the year, the ground begins to soften enough for earthworm casts to reappear, inviting robins and birds to feed—a true sign of spring. Roots start to push their way up through the soil, and the Earth experiences a re-birth as it awakens from its winter slumber.

There are many alternative names for the March Moon. One name was the Full Sap Moon, as this is the time of year when the sap of sugar maples starts to flow.


Note: March will host the last Supermoon of 2019.

Dear Colleagues:
It is hard for me to write this note to share with you the news that I’ll be leaving my job as the Commissioner of Food and Drugs in the next month. There’s perhaps nothing that could pull me away from this role other than the challenge of being apart from my family for these past two years and missing my wife and three young children.



This is a very special institution, and the work that binds us in a shared mission is inspiring. I know that the opportunity to serve in this role was a privilege, and an endeavor that I’ll never be able to replicate in my professional life -- the impact of our public health work, the camaraderie, and our ability to improve the lives of Americans. There are many important efforts we undertook together, countless new policies we advanced, and laws we enforced with vigor to protect consumers. Over the coming weeks I’ll continue to work to cement more of these efforts, to secure our 2020 budget, and to help transition the agency to new leadership. I’ll be working closely with the Secretary of Health and Human Services, Alex Azar, who is a friend to me and a staunch advocate for the agency. He is deeply committed to our public health mission.


I’ll depart knowing that the FDA is strong, its people outstanding, and its mission well recognized and deeply respected across the government, and indeed, across the world. I hope to have the opportunity to continue to work with you to advance our goals in the weeks before I depart. I’m grateful for the support of the people of the FDA. I’m thankful for the support of my family, and for their sacrifice over the past two years.
I consider myself truly fortunate to have had the chance to help lead this remarkable institution.

The City of Toledo is seeking one person to fill a vacancy on the Planning Commission.  The Planning Commission acts as an advisory body to the City Council on all land use, and comprehensive planning issues.  The Commission is specifically responsible for providing recommendations on subdivisions, zoning, annexation requests, reviewing and approving conditional use permits, approving business license, and is an integral part of the implementation of the Growth Management Act.  The vacancy must be filled by a citizen of the corporate City limits of Toledo. USDA-FSIS: Mar 02, 2019 - Washington Beef, LLC Recalls Ground Beef Products due to Possible Foreign Matter Contamination
WASHINGTON, March 2, 2019 – Washington Beef, LLC, a Toppenish, Wash. establishment, is recalling approximately 30,260 pounds of ground beef chubs products that may be contaminated with extraneous materials, specifically hard plastic and metal, the U.S. Department of Agriculture’s Food Safety and Inspection Service (FSIS) announced today.
The ground beef chubs were produced on Dec. 27, 2018 and include a “Use or Freeze by” date of 01/20/19. The following products are subject to recall:
FSIS is concerned that some product may be frozen and in consumers’ freezers. Consumers who have purchased these products are urged not to consume them. These products should be thrown away or returned to the place of purchase.

Governor Jay Inslee: STEM students from around the state showcase climate change projects
Dozens of young leaders in STEM — some as young as 5 years old — presented their climate change projects to more than 200 people during the STEM Education Innovation Alliance at the State Capitol Wednesday. Gov. Jay Inslee spoke to the standing room-only group, saying the passion and curiosity of science, technology, engineering and math students will lead the way on climate change.

Cowlitz County Sheriff's Office: Need Your Boaters Card?
The Cowlitz County Sheriff’s Office Marine Division, will begin hosting an Adventures in Boating certification course. Classes are open to any individual who needs to obtain a Washington State Boaters Education Card. The next available class will be held on Saturday, March 16th, 2019. The class will run from 8am-3:00pm at the Cowlitz County Training Center, 1942 1st Ave in Longview. Cost for the class is FREE.

Ethan Siegel: How Much Of The Unobservable Universe Will We Someday Be Able To See?

“You might think that if we waited for an arbitrarily long amount of time, we’d be able to see an arbitrarily far distance, and that there would be no limit to how much of the Universe would become visible.

But in a Universe with dark energy, that simply isn’t the case. As the Universe ages, the expansion rate doesn’t drop to lower and lower values, approaching zero. Instead, there remains a finite and important amount of energy intrinsic to the fabric of space itself. As time goes on in a Universe with dark energy, the more distant objects will appear to recede from our perspective faster and faster. Although there’s still more Universe out there to discover, there’s a limit to how much of it will ever become observable to us.”

The Universe is a huge, vast, enormous place. It’s been 13.8 billion years since the Big Bang occurred, which translates into an observable Universe that’s 46 billion light years to its edge, and contains some 2 trillion galaxies in various stages of evolutionary development. But that’s not the end of what we’ll ever be able to observe. As time goes on, light that’s presently on its way to our eyes will eventually catch up, revealing a future visibility limit that’s even larger than the present observable Universe. When we add it all up, we’ll find that we more than double the number of galaxies we can observe, even though we can barely reach 1% of them.

FDA News Release - March 1, 2019: FDA provides update on its ongoing investigation into ARB drug products; reports on finding of a new nitrosamine impurity in certain lots of losartan and product recall

The FDA will continue to update the list of products included in the recall as more information becomes available from ongoing testing. If patients take an ARB drug product, they should check the list periodically, as information may change.

Over the weekend, a young woman I know joined her friends for dinner in. Because she has a known fruit allergy, she carefully read each label to be sure none of the dishes included that fruit.
Except it wasn't listed. Not exactly.

Buried in the list of ingredients was the phrase “...natural flavors.”
To this woman, it’s quite apparent what ONE of those “natural flavors” turned out to be.

If you are a consumer, health professional, or member of the food industry who wants to voluntarily report a complaint or adverse event (illness or serious allergic reaction) related to a food product, you have three choices:


  • Call an FDA Consumer Complaint Coordinator if you wish to speak directly to a person about your problem.
  • Complete an electronic Voluntary MedWatch form online.  
  • Complete a paper Voluntary MedWatch form that can be mailed to FDA.  
If you are a member of the food industry who needs to submit a Reportable Food Registry report when there is a reasonable probability that an article of food will cause serious adverse health consequences or death to humans or animals, please visit the Reportable Food Registry page.

The City of Toledo is seeking one person to fill a vacancy on the Planning Commission.  The Planning Commission acts as an advisory body to the City Council on all land use, and comprehensive planning issues.  The Commission is specifically responsible for providing recommendations on subdivisions, zoning, annexation requests, reviewing and approving conditional use permits, approving business license, and is an integral part of the implementation of the Growth Management Act.  The vacancy must be filled by a citizen of the corporate City limits of Toledo. All candidates must be a minimum of 18 years old and a registered voter.
