In our small town of Toledo, Washington, many people live well into their 90’s. We were proud to have as a resident Cecile Barnes, who lived to be 104. She passed away at 1:30 a.m. Sunday morning. Cecile was a member of the Toledo Historical Society and other groups over the years. She will be missed by her many friends and neighbors as well as her own relatives. RIP.

There will be having a private graveside service at Fir Lawn Cemetery for family and friends at !2:00 p.m. noon Saturday, April 30, a public Celebration of Life Service for her at the Funeral Home at 1:00 pm. followed by a reception 2:00 p.m. held at the Toledo Presbyterian Church, 312 Augustus.

Toledo High School Basketball Annual Blueberry Plant Sale runs three more Saturdays at Riverview Hardware and Feed. Entering their fourth year, Morgan and Judy Tjemsland of Whipple Creek Berry Farm began donating mature plants when their daughter was in high school, the team obliged to cover the cost of uniforms by fundraising. Although plants are available for purchase directly, all monies raised these four weekends go to the High School Basketball program. Along with several varieties of blueberries, they offer lingonberries, huckleberries, and strawberry plants.

Library - Pat Caldwell via email: Farm Credit Services will be giving us our grant money of $750 on Wednesday 4/27 along with two 19" flat screen monitors. Chuck Caley is researching what computers would be best for the library. These will be purchased soon. We are applying for an Opportunity Grant from Humanities Washington that can be used to pay speaker fees for the library. Ethan Siegel's presentation was well received by a crowd of 40. We continue to see new people and increase our number of patrons. We could always use a few "good" volunteers.
Historical Society - Don Brenner reported that a founding member, Cecil Barnes, passed away at age 104. The last Toledo Community Story has been sold. The Society is working on an updated edition. The next Historical Society meeting is May 23.
School Garden Initiative - The grade school kids need help with raised bed planters on Thursdays after school.  If you're interested in helping, contact Brooke: brookeannsell@hotmail.com
Under New Business:

Steamboat Alley - Project organizer Jamie reported that Nick Delin has given permission to paint a mural on his building's alley wall. Paola De la Concha will design the mural and direct the painters.  The first work party, on May 22, will be to prepare the wall for painting. We have raised $600 for materials from generous donations. Wine & Cheese Garden (July 9) - Pam Olmstead via email: Steve Padula will contact the Wineries. We will feature new red Toledo wine glasses to add to your collection. The location will again be at the city boat launch but closer to the river. Camp Singing Wind folks will again be helping to set up and take down the tents. Jamie & Ethan will sell mac & cheese with the proceeds going to support the Steamboat Alley Project. We will also be hosting the class of ‘86 class reunion at our event!
Garlic Fest in Toledo? - The Lewis County Garlic Fest will be at the SWW Fair Grounds for the foreseeable future. The event is too big for Toledo to run. Dave said he will be selling his garlic at the Threshing Bee in August and may be joined by others.
P.O. Flag Pole - After a lengthy discussion it was decided to upgrade and beautify the ground space around the flagpole at the Post Office. Gary and Brian will work on it.
Seed Library - Joh wants anyone with leftover vegetable or flower seeds to bring them to the Community Library where they can be used by patrons for their own gardens.
Under Other Business:

Nouveau Jardin Coalition? - Much discussion centered around the fact that the Greater Toledo Community has a lot of interest in growing things. So a small group will be looking into the possibility of starting up a "New Garden Coalition" that will bring together members of the Garden Club, the School Garden Initiative, the Future Farmers of America, the aforementioned Flag Pole project and Seed Library idea, the Steamboat Alley project, the planter boxes around town, Kemp Olson (City) Park, the City Park Board, et al.  If this sounds like something you might be interested in helping establish, contact Gary: glenngarann@aol.com

Toledo LifeSmarts Members Austyn Smith, Alex Palermo, Aaron Quinn, Emily Tyner, and captain Adam Slighte, with coach Rene’ Ketchum and assistant coach Teresa Slighte. Adam took 3rd in Last Smarty Standing and won a $50.00 gift card. The Team overall was 23rd.
Members had fun competing, visiting Dinosaur Ridge and the Zoo. They would also like to thank JumpStart for their support and generous $100.00 gift card to each member for spending money. Fun was had by all. We look forward to next year says coach Rene’ Ketchum. This is our 4th year at nationals and we hope to repeat.

Toledo High School FCCLA had 16 members 2 parents, 1 guest, and 1 Adviser attend FCCLA State Meeting in Wenatchee, WA. We had 6 Gold medal winners and 7 Silver medal winners. Toledo has 2 competitive events and 1 State Officer attending national meeting in San Diego this July. Davinagrace and Soraya Ramon will be competing in Chapter Service Project Portfolio and
Megan Wallace competing in Recycle and Redesign.

In our small town of Toledo, Washington, many people live well into their 90’s. We were proud to have as a resident Cecile Barnes, who lived to be 104. She passed away at 1:30 a.m. Sunday morning. Review: Toledo High School FCCLA’s 4th Annual Bingo Night Friday was decreed a success, with dozens of donated prizes, the addition of a third raffle prize, and concessions on hand to make a night of it while contributing to a worthy cause. Everyone had a good time heckling the caller for announcing N-row numbers during a pattern using only the FREE space.

Ms Ketchum says: Proceeds from this event will help students attend National meeting and competition to be held in San Diego this summer. Students will compete and learn about leadership. This was our best bingo night yet, stated Mrs. Ketchum adviser for Family Career & Community Leaders of America.  We are still fundraising but the money from this event will help. If you would like to donate and support FCCLA activities, any amount is greatly appreciated. Money can be sent to the high school or district office earmarked for FCCLA. Review: Friday Toledo First Baptist Church opened their doors to the community for an evening of coffee and live music in a Community Benefit Concert to collected non perishable donations for the Toledo Food Bank. The five-piece ensemble, finishing up a full metal off-the-cuff jam warm-up, declined to be named individually or collectively, the keyboard artist modestly stating “we’re just playing for God.” Sunday April 24 was observed by the Baptist Church as World Hunger Sunday, with members encouraged to help end hunger globally. Review: Dr Trikosko*, seated between Shelby Brown and Kacy Hawkins, reported encouraging numbers for the first Sophomore Class fundraiser Mother's Day Bazaar Saturday at Toledo High School. Vendors offered a range of Mom-worthy goodies such as jewelry, cosmetics, soaps and lotions, jewelry, essential oils and gourmet oils, jewelry, books, crafts and metal arts, garage sale finds plus  feline-oriented toys and treats from Kitty Kat Haven 501(c)3 cat rescue (since 2012 - on Facebook here). Besides fresh hot burgers and dogs provided by neighboring Vader’s Little Crane Cafe, on-site child care was provided - a boon to shoppers. As seen below, the students promoting this event at the entrance displayed plenty of enthusiasm, despite having arrived early to help vendors set up.

Review: Toledo’s own Astrophysicist and celebrity scientist Ethan Siegel wowed a capacity crowd last night at Toledo Community Library. Explaining gravitational waves and our recent glimpse (2 hundredths of a second) of this newly discovered phenomenon, the significance and shift in our current perception of the Universe in layman’s terms seemed almost child’s play for Dr. Siegel. Q & A followed his narrated media presentation, and he wrapped up by donating a hardcover copy of his new book “Beyond the Galaxy: How Humanity Looked Beyond Our Milky Way and Discovered the Entire Universe” to the Toledo Community Library, triggering a second round of applause. Toledo Planning Commission convened last night at City Hall. Three of the five-member advisory body were seated, constituting a quorum.
February 2016 meeting minutes were read and approved.
Next, business license renewal for Brian’s Transmission & Auto Repair was recommended for approval, and new business licence application for Switch Communications, Inc., a telecommunications corporation, was likewise recommended for approval.
Under General Discussion, proposed revisions to conditional use permit ($300 - required for certain land uses) restrictions and exemptions centered around livestock, primarily chickens. Currently a minimum ½ acre lot size is required to own any stock animals, must not constitute a nuisance to neighbors, and structures for stock set back 50’ from lot line / 100’ from any residence. Currently up to 25 laying hens plus 50 growing chicks are allowed on the first ½ acre, more “to be determined by Planning Commission.”
Proposed: exception to the costly permit fee, fewer birds (12), 8,000sf lot minimum.
Proposed revision to ½ acre minimum for permit to ½ acre usable area.
Other specific land uses requiring permits discussed included
RV parks, BandB operations, kennels, and home occupations such as home-based businesses.
Next: water tower project going to bid, school bond meetings, opportunities and press release due out next week regarding as-yet-to-be announced news.
Public input was nil, and the meeting adjourned 7:50 p.m.

Summary: Last night’s Toledo School District Facilities Advisory Committee heard a detailed analysis of upgrades, renovations and retrofits ranging from cosmetic/outdated to critical including seismic and emergency lockdown updates from  a consultant with Construction Services Group (CSG). Following the Q & A, Superintendent Chris Rust asked those present to visualize Toledo Schools 5 years into the future, and suggest ideal goals realized in several areas such as athletics, academics, facilities and financial. Toledo City Council Summary: Meeting last night convened at 6 p.m at Town Hall. Two of five members were absent due to personal circumstances. Included as informational enclosures with the agenda were the expense and revenue reports, plus AWC Small City Connector Registration.
Minutes from April 4 Council meeting were read and approved. Department Reports: Craig McCown, Public Works, stated all current projects and work proceeding smoothly, nothing new to report.
City Clerk Michelle Whitten noted lifejackets from the Boat Ramp Loaner Station were dwindling, two reported drifting in Wallace Pond, and one going out on a river boat, not returned later. Her next item was a heads-up to “watch for some really big news next week,” too early to announce officially. Next, she informed all present June 4 had been designated Clean Up Toledo Day, a volunteer opportunity for all ages in advance of Cheese Days in July. Progress reports included the Rose Garden planned upgrade with fresh bark dust to control weeds, Steamboat Alley project (including mural project presented to last week’s Park Board), and a proposed Walk In The Park fundraiser slated tentatively for September.
No committee reports were submitted.
No public comment on the agenda was made.
New Business:(1)Liquor License renewals were approved for Chimi’s Family Restaurant and Toledo Market Fresh. (2) Fence Right Of Way Agreement was approved between Lorrie White and her neighbor Steve Dobosh.
No unfinished business was noted.
No other business was brought forward.

Motion to adjourn was made, seconded and passed at 6:12 p.m.

Chimi’s Restaurant was packed last night with around two dozen of Morton’s Chamber of Commerce movers and shakers at an After Hours event, including Lewis County Commissioner Edna Fund, who graciously introduced Cathy Kane, Morton CofC Manager to Toledo’s Mayor Dobosh and Council Member Guy Spratt. Along with Kane’s promotion of Toledo and State Route 505 between Morton and Mt St Helens as a scenic byway, it turns out Chimi’s owners are from Morton, WA.

Review: Last Friday’s Potato Bar served by Toledo’s Mighty Fine Seniors was deemed a resounding success by all accounts. I dined with the cooks and Commish Edna Fund (who knew about The Other Toledo[dot]com). Already plans are underway for another such dinner in the Fall.

Wednesday recap: Interview with Kaylee Osowski of The Chronicle, Lewis County’s other premiere news source, might show up as early as next week in article form. Catching their  attention took me by surprise, but it shouldn’t. The Other Toledo represents the indomitable spirit of its readers and contributors.

April 13 Toledo Park Board meeting summary:
Convened 3:01 p.m. Minutes from last meeting approved.
Secretary’s Report: Jill: met with Kim Sellers, Outdoor Grants Manager, State Recreation and Conservation Grants Section, 2 weeks ago, who related current park grant cycle for electrical updates and ADA-compliant modifications to the camping sites at Kemp Olsen Park. This funding is the same source as last year’s boat launch grants. Mike Morgan mentioned seeing a fenced picnic area for families with small children, preventing toddlers and young children from straying.
New Business: Steamboat Alley promoter Jamie Cummings announced the muralist Paolo De la Concha Zindel will meet with her 2 p.m. Thursday to view and discuss possibilities for the stucco wall. One question was exactly how many linear feet the projected Steamboat Alley would stretch, whether neighboring properties,parking and delivery access for businesses would be impacted, considerations for optional panels instead of a decorating the cracked stucco plus other variables. Already Jamie collected donations of 3-inch rope, plants, seedlings and pavers, and more offers including labor.
The secretary pointed out that the City Council must decide on which ideas would be implemented, considering fixed or free-standing decor and fixtures, maintenance responsibility and costs, whether it would be a city-owned pocket park, access from Augustus Street at the other end of the alley, etc.
Jamie emphasized that donations have been forthcoming, and she wished to avoid seeking public funds.
Dale Pomeroy reminded the room that the Park Board is an advisory body, that detailed plans would need to be presented to the City Council. He added that the Park Board would endorse the project. Existing services such as gas meters, storm and wastewater lines need to be considered when installing permanent fixtures like seating and play structures.
Old business: Refurbishing the Rose Garden at the entrance to Kemp Olsen Park includes some donated plants and discounted ones purchased from Sunbirds. Vision:Toledo will foot the bill.  Volunteers may contact Katy, project coordinator. Michelle asked about barkdust needed to finish, access to water and other details needed to maintain this feature. Jill filled in Ester Borte’s Walk in the Park fundraiser project, t-shirt design assigned by popular consensus to Mike Morgan.
City Parks Department reported that former collection ponds were being gradually filled in. A proposed BMX bicycle park project was moving slowly, the potential for a combined bicycle/dog-walking park being one possibility. The ponds, however, were estimated to take 1-2 years to fill.
Michelle reiterated that (State Recreation and Conservation Grants) funding is commonly 50/50 matching, that combining state and federal monies to cover expense might result in only one of the grantors awarding monies, leaving projects without the resources to move ahead. Once the Park plan is accomplished, grant funding can take up to 12 months.
Meeting adjourned 3:31 p.m to the proposed site for Steamboat Alley to measure and discuss dimensions and structures.

WinlockNeedsInternet filled the Community Center last night. In summary:

Dale Merten and Fred Ryder were there representing ToledoTel.  Brad Althauser was there representing CenturyLink. Edna Fund, Lewis County Commissioner and Ruth Peterson, representing Senator John Braun were also in attendance.

Dale Merten began the meeting by explaining how ToledoTel was able to fund fiber to the home within the Toledo area and why, due to the type and restrictions of USDA funding, it wasn’t an option for Winlock. He also mentioned NTIA and NOA Net funds that have run dry. Community Connect is the only current fund with monies available. The downside is the initial costs to apply for the funds are over $100k and the monies awarded would fall short of the actual cost of improving and expanding service.

Brad Althauser was up next and he heard from many frustrated CenturyLink customers and people who can’t become customers because of bandwidth exhaustion. He explained about the limitations of the current system and the costs involved in upgrading/replacing the system. He is aware of our high-speed internet shortcomings and knows that we have long outgrown the capacity of the current infrastructure but, without a major source of funding, has very little recourse. Residents wondered why CenturyLink was charging so much and providing so little and also why the onus of fund gathering was on the community and federal government and not also on CenturyLink, and why CenturyLink can’t transfer profit gained from metropolitan areas to improve rural areas. Not all answers were satisfactory to the attendees and few frustrations were alleviated at this meeting.

Residents asked about beaming WiFi signals to get service. We are hampered by hills and trees surrounding Winlock so it isn’t a solution for many in the area. ToledoTel Exede is also available to some.  The consensus is that, while better than nothing, it won’t solve the core issue.

The takeaway is now we know ToledoTel’s limitations in the Winlock area. The WIN (Winlock Improvement Network) Internet Committee will be in contact with Mr. Althauser to break down just what can be done and how much it will cost. Can improvements be done in phases? Can an interim gain in speed be reached by replacing copper wires to nodes with fiber optics without initially re-wiring direct to residences? We plan to map out current infrastructure with the help of CenturyLink and other companies with cable in our area to learn what we are working with.  We need to be going after our piece of the federal grant pie. Our Federal Representatives need to be hearing from us. Our personal experiences need to be popping up in their inbox and mailbox with regularity.

We have a long road ahead of us. This task requires us to work together as a community. Time to dig in and fight for what we need to bring Winlock up to speed! Thanks to all who attended and asked questions, aired frustrations and showed that Winlock means business!

Regardless, please note this disclaimer: In no way do I endorse, recommend or promote any of the pranks posted here. Regrettably (or thankfully, according to my legal advisor) YouTube and phone cams were not yet invented when these took place.

Once upon a lifetime, I worked for a small construction outfit. One job took me out of town during the week, including April Fool’s Day, possibly my favorite holiday. Solace arrived in the form of pranking the crew foreman, a particularly surly fellow unpopular with, well, everybody.

Andy* (more about him in my 2011 Season’s Greetings post here) customarily drove the gang back to the lodgings from the jobsite at day’s end while I tended to the dump truck and other equipment. After he phoned over the first night to my segregated room, issuing a strangled invitation to join him and the others for beer, pizza and cable tv sports - which I declined in favor of Taco Bell, a good book and hot bath - he pretty much left me to my own devices each evening. I’m certain the Bossman compelled him to make the call to avert claims of bias.

Andy’s routine upon reaching his room was to take care of all the paperwork, make arrangements for the next day’s needs, phone the office and a dozen other administrative tasks while the crew took turns draining the hot water for showers and downed beer in front of the sports channel. Andy held the keys and probably the only drivers license in his room, and after filing the day’s reports, he would pass out (his own brand of high-octane spirits fueling his homework), awaken around 9 p.m. and consider feeding his crew dinner at whatever roadhouse won that evening’s vote. One of those ride-alongs was more than enough for me.

April 1 dawned chilly that year, the sun struggling to break through the mist that hung over the region. I was onsite at 7 a.m. with a load of washed sand when Andy arrived with the crew, and he was loaded for bear.

Most mornings he shook off the previous night’s overindulgence, but some mornings the crew set about doing quiet maintenance and similar low-decibel jobs until coffee and aspirin quelled Andy’s morning-after symptoms. That day he displayed none of the remorse associated with overdoing it.

Seems he’d spent an inordinate amount of time trying to puzzle out why his hand wouldn’t slide into his stitched-shut jeans pockets (which still held his keys, chapstick, pocket knife and change), and then pulled over twice on the way in to search out the sickly sweet smell in the heating system that he suspected was a radiator leak (it wasn’t, and I don’t think he ever did find the broccoli we stuffed into the vent over the floorboards).

He couldn’t understand what was happening because it did not occur to him That April 1 was, after all, April Fool’s Day.

Worst of all, his prized possession was a nearly new pair of Red Wing boots from his Dad’s closet which, as the day wore on, began to reek of garlic. Fortunately he had his old pair of boots back in his room, but rather than neutralize the odor with baking soda or some other remedy, he unwisely ran those Red Wings under the hot water tap which effectively infused the leather and insole with overpowering garlic aroma.

These boots hung outside on his truck for the rest of that week. He couldn’t bring them in the room, couldn’t stash them inside the truck, a visible kick-me sign and trigger for laughter from the crew who were immeasurably cheered by that April Fool’s Day stunt.

Fraud protection: You DO know that there’s no vaccination against fraud, right? Protection is an enormous business, but mostly it’s damage control. In essence, such services alert you the livestock was rustled - last month. Much of it happens beyond our control - security breaches like last year’s Anthem and Premera medical records hack (over 100 million records), and the IRS’s security breach (100,000).
