Highlights: Vision:Toledo Arts, Rec & Events met last night, counting down to next week’s Annual Cheese Days, kicking off a full summer season.

Joh Jones reported on two grant opportunities with deadlines this week. Deadline is Thursday for a $2,000 hotel & lodging grant to promote tourism using a trails map brochure and interpretive signs similar to the historical sign at Toledo’s boat launch. Friday marks the final day to submit an application for a large Coal Transition grant from TransAlta, a collaborative effort with Brooke Acosta and several others for a Sage Greenhouse teaching classroom using solar power extensively.
Joh issued a plea for a CPA willing to perform an audit pro bono, adding the whole process involves small numbers and little activity, hence a small task. Contact joh200@msn.com

Mayor Steve Dobosh declared June Clean Up Day a huge success, over two dozen volunteers clearing storm debris from Kemp Olson Park, setting sand & pavers in Steamboat Alley, and scrubbing grime from SR 505 bridge railing well past 8 hours. Another Clean Up Day was proposed for late summer, with yard & trash collection. No date was set.

Neighbor Gary Whiteside said Brooke can be seen most days at The Kids Garden Spot, at Toledo Elementary School. Wednesdays she holds a garden club with kids, and donations of time & materials continue to support the plot. Deer fencing awaiting installation.

Common Ground Toledo thanked everyone who made their Thursday Market Opening Day Plant Sale successful, netting $224 on a very rainy day. Next sale planned for Thursday Market July 6. Gary Whiteside proposed incorporating currant and berry bushes in City Park along the South fence line as an attractive screen feature between the park and the water treatment facility at last week’s Park Board meeting. Raintree Nursery donated over 100 bare root trees & plants to CGT. Timberland Bank awarded a $500 grant toward the Honor Garden at Toledo’s Memorial Wall of Honor.

Jamie Cummings said Steamboat Alley will have planters and fixtures in place for Cheese Days, with some changes later. She thanked the City for installing a bollard to bar vehicle traffic, volunteers for placing sand & pavers, City Clerk Michelle Whitten for getting extended mural area cleared of debris.  

Cummings also reported on Toledo Thursday Market’s first two weeks, visitors numbering more than 100 for the new venture, with games & face painting for kids, music, miniature horses, homemade and handmade goods, food & produce, chocolates, and CGT’s plant sale. She thanked local businesses for staying open late to promote the Market. Toledo Thursday Market vendor applications available online.  

Mayor Steve Dobosh stated the water tank mural project has drawn compliments from all over. Donated equipment helped get the job done just before the rain returned. Repainting the shop adjacent is planned, plus installing an interpretive sign next to the finished mural.

Jamie Cummings said this year’s Wine & Cheese Event July 8 is on track, with Black Sheep Creamery, Domina Dairy, & Rosecrest providing cheese, local wineries and brewers the libations.

Mike Morgan announced Gallery 505 Opening Night will take place this Thursday 1 - 8 p.m. Theme: Toledo Made.

Chairman Bill Marshall opened the meeting and introductions were made, and rules were addressed.

Minutes May 17, 2017. Jan motioned to approve, Mona Rae seconded.  Motion carried

Commissioner Notes May 30, 2017.  The group did meet with Lewis County Commissioners to go through questions and concerns.  Michelle went through a handout of materials regarding leases, WA State Constitution regarding gifting, RCW’s for leasing, King County Code for leasing property and information on property taxes.  Commissioner Jackson commented that the county will submit a lease agreement, working with Larry Unzelman.  The Commissioners are interested in expediting the process.  (Later Bobby made a phone call and corrected himself, stating that “The county has a form to operate from of the legalities of what to do.”  The transition team/nonprofit board will need to come up with the terms of the lease.  The business plan can be reviewed by a professional attorney.)
    Lynn stated that she has a copy of the Monroe contract with the City.   Glenda added the Older Americans Act mandates nutrition program must be done – but it does not state who needs to provide it.  The poor and infirmed are those who we do serve.  The county did go find lands for the senior centers and helped with the buildings for the mandated programs.  Glenda has all statistical records for the nutrition program – demographics, income levels, etc.  The centers are serving primarily rural and low-income seniors.  The lease proposal will be for buildings and possibly the contents.
    Lynn recommended that we get our own attorney to help with the legalities.  The article in the newspaper may help with that.  

Draft Strategic Plan Proposal.    Glenda had worked up a Strategic Plan for Lewis County Senior Services with an executive summary, action steps, strengths, weaknesses, opportunities and threats, along with goals.  The purpose of this group was to find a solution to the problem with funding senior centers while under county government.  This document has our intents.  Everyone needs to look closely at the document and make changes and additions.

Executive Board Recruitment Plan. We will need a minimum of 15 board members to have a gambling license.  Glenda showed various invitation styles for the meet and greet.  It was also suggested moving the date from Wednesday to Thursday, all agreed.  
    Finger foods would be served.  Suggested – Pinwheel Sandwiches – finger sandwiches – fruit tray – veggie tray – cheese/salami – chips – brownies/cookies – coffee – iced tea – lemonade.  Glenda will check with the various senior boards to see if they will fund the food.  There may be flower arrangements, and spouses or significant others will also be invited.
    It was also suggested to have a small handout of What is Expected of members, why we are asking, Brief Mission and Vision statement.  Glenda will speak about general funding, what is Older Americans Act, Nutrition Program, Enrichment Programs, the five centers and one satellite center.
    Another packet will be given to those that would want to be on the board that contains, board member orientation, expectations, by laws, 501 C 3 info, advisory board of each center, funding from the various centers.

Next Meeting.  It was decided to move the meeting to June 28th after the meet and greet!!

Saturday’s I(Heart)Logan spaghetti dinner & silent auction was pronounced a success by all accounts.
Over 200 meals served & 60+ auction items covered the lion’s share of costs incurred since Logan Grove was diagnosed with dilated cardiomyopathy (heart failure) and tachycardia (fast heart rate) last September, a genetic disorder requiring life-long medication.
 
He spent 10 days at Mary Bridge Children’s Hospital in April when the prescribed treatment stopped working, and was informed a heart transplant would be likely if/when medications cease working, and genetic testing was recommended for his family to determine if they carry the gene causing this disorder.
 
Currently Logan is seen in Tacoma every 2 weeks to monitor any changes, while adhering to a restricted diet and refraining from the sports he wanted to enjoy. Ongoing costs are defrayed by generous donations of change for gas at the Flying K, and a fund set up at Timberland Bank.

As the December 2017 deadline draws ever closer, Lewis County Commissioners face renewed pressure to extend funding for the five senior centers currently under their purview. The Chronicle has given a voice to stakeholders who claim their questions and concerned are not reaching the Commission, with editorials supporting accusations of decisions made outside public earshot. ​

That the County’s budget-cutting decision came to light seemingly moments after November’s election results were announced seems especially egregious, as the candidate’s debate held at nearby Cowlitz Prairie Grange carried no indication these vital community centers were on the block. Most senior center patrons, voters and supporters, feel betrayed - and worse.

Giving ear to local senior center patrons reveals they are voters, volunteers, activists, vital contributors to their communities, and to their senior centers. Regular facilities fundraisers include pancake breakfasts and themed dinners, special entertainment, events, and bazaars, rest area collections, silent auctions and more.
Active supporters outside their centers, seniors fill Council and Board positions, local philanthropic organizations, campaign for improvements, and participate in school committees, park projects, food banks and libraries.
While Lewis County Commissioners have their hands full with other matters, the Senior Center Transition Team is striving to keep the doors open beyond the end of this year. They deserve your support as they seek to fulfill their promise: No (Senior) Center Left Behind. Whether or not you agree with the direction or outcome of their efforts, uniting to keep the doors open to all remains the primary goal. Everything else is simply changing seats on the Titanic.

As Saturday’s fundraiser dinner nears, donations continue to pour in to help 17-year-old Logan Grove deal with treatment for a recently discovered genetic heart disorder: Dilated Cardiomyopathy and Tachycardia (heart failure). Medicine has bought some time before the heart transplant he will eventually need, while costs climb.

Highlights: Last night’s City Council met to address resident’s water backflow issues, a boundary line adjustment request, water tower installation & rehabilitation progress estimate, and a special event permit request.
 
A moment of silence was observed in memory of Shirley Grubbs, Mayor of Toledo 1980 - 1987. Several council members proffered their own remembrances of Grubbs. Her photo can be seen on the Council Chambers wall of past leaders.
 
Public Works Superintendent Steve Blahut declared the water treatment plant’s replacement diffuser arrived Monday, and was being installed at the time of the City Council meeting. The unit is one of two in operation; while the system can operate with one unit, the second provides greater capacity under high demand, and important as a back-up as evidenced.   
 
In a letter to the city, a couple protested an ultimatum they received requiring installation of a water backflow valve costing around $6,700 or face city water shut off. Along with their neighbor, they requested the City explore other alternatives. Discussion ensued, with a Special Workshop set before the regular Council meeting July 17. No change in service will occur prior to the workshop.
 
Goble, a property owner, requested a boundary line adjustment where the plat borders the street by a narrow margin. Several options were proposed, with some history of slides mentioned. The matter was tabled pending further investigation.
 
John Hinton of Gray & Osbourne presented the water tower project final estimate to the City, $63,000, while acknowledging $40,000 over-budget expenses due to weather (time & materials to stabilize soil during heavy rain, etc.). City Clerk Michelle Whitten reminded the room that most of the project costs was covered by various grants, reducing the burden on taxpayers. The City has contacted WSDOT about tidying up the area outside the fence line; a historical interpretive sign placed adjacent to the newly painted water tower is being considered as part of a larger project by Toledo trails promoters. Council motion passed.
 
Steamboat Plaza submitted a Special Event Permit Request late Friday to the City. Council tabled any decision to grant or deny pending more detail on the diagram included, and specifics concerning emergency and sidewalk access.
 
WDFW has not yet responded to Toledo’s request to repair the original water treatment haul road.
 
Joh Jones asked Toledo to back a hotel-motel grant application  to promote tourism efforts underway in conjunction with DiscoverLewisCounty. As the window to apply is narrow, requiring an expensive audit outside the reach of small non-profits that would benefit most, teaming with the City would remove that barrier. Jones agreed to take on the balance of the application requirements. She is working on other grants for groups around Toledo as well. Council motion passed.


In other business: Several people worked on clearing brush from overlooked City properties, asking to have the material picked up for disposal. Thanks went out to Mike Haug for donating a lift for water tower mural project, Terry Demery for loan of steel plates, others who cleared the hillside. Mayor Dobosh thanked the 22 people who participated in the June 22 Clean Up Day. New mural underway at Post Office.

Toledo Fire Department staged a fire training exercise Saturday, giving new recruits an opportunity to get up close and uncomfortable - all under the supervision of seasoned firefighters.
Diane wrote: Your advertisement (of) our need for volunteers was very helpful, so far we have received six new applications.

She added: Our junior (firefighter)s receive the same training as seasoned firefighters. They are restricted to the types of calls they can respond to and they have to have parents authorization.
First Aid and CPR training are mandatory to be a member of the department, we provide the training.

Toledo welcomes Officer Coleman Nelson to the Police Department, returning to his Northwest roots from Tifton, GA. June 1 marked his first day, and already he feels at home here.*

Following his stint in the military, Nelson advanced from patrol to targeted crime & undercover work over time in Tifton, while the scale of city work increasingly left him feeling outnumbered and outgunned in an unfamiliar culture. With no family or ties to the area, Nelson deliberately chose a smaller town situated close to his childhood home in the Portland area, and Morton, WA, where he has relatives.
 
Says Nelson: “I was seeking the benefits of small town living, a place where I could see myself as a positive role model with children & youth, promoting safety and making a difference in the community.” Toledo Police Department fit his needs, he said, adding “people here (in Toledo and Winlock) seem open and outgoing, a nice change from his previous high-pressure position. Chief Brockmueller has been great, and the other officers too.”
 
He describes himself as “an outdoor-sports type, rather than an armchair athlete,” favoring fishing, hunting, hiking, and snowboarding. And he admits to a growing fondness for Betty’s Place burgers.
 
*He can be forgiven for believing his new address outside of Toledo provides him high-speed connectivity. No doubt he’ll discover the truth soon enough.

Yesterday’s Park Board discussed Toledo’s Second Annual Walk in the Park, Esther Borte’s commemorative water feature, and heard from Common Ground Toledo on adding plantings in City Park.
 
This year’s Walk in the Park event will feature T-shirts & BBQ for participants, raffle items including Esther Borte’s signature pattern “Walk in the Park: Blue Lagoon” quilt in colors TBA. Raising funds for matching grant monies helps upgrade Kemp Olson Park with RV dump station, increasingly in demand by campers and RV travelers.  
 
Borte’s extended family has been at work behind the scenes to decide on a modestly configured water feature, while collection jugs around town help bring her dream closer to reality bit by bit.
 
Common Ground Toledo pitched their next vision of artistically adding currants and other low-to-zero maintenance fruiting plants to the City Park fence line to provide a more visually appealing buffer between the wastewater plant and park patrons. The Board responded, asking for a detailed plan for incorporating donated shrubs and trees into the existing setting. Additionally, the Board complimented CGT on the Honor Garden rehabilitation project.

Highlights: in last night’s Board of Directors special meeting preceding the regular monthly meeting, a workshop was held to discuss the 2017-2018 School District Budget, Board Professional Development Plan & Schedule, and District hiring process.
 
Enrollment continues to rise, including special ed students, as the Board moves to finalize the upcoming year’s budget.*
 
Funding a half-time music program at the high school to replace outgoing Mike Stavig was deemed a priority.
 
Board member Brad Dykstra will join Supt. Rust & others in Castle Rock to collect information on creating skills centers in Toledo schools.
 
Streamlining application process for coaches from current employee pool would save time & money, utilizing documentation already on file.  
 
One item of correspondence read out during the regular meeting that followed the workshop highlighted Toledo Spirit at its best. In a letter signed by the Executive Director:

On behalf of the members and staff of the National Consumers League, I extend congratulations to the players and coaches from Toledo HIgh School that represented the state of Washington at the 2017 National LifeSmarts Championship in Pittsburgh, PA (in April). Led by Captain Adam Slighte and Coach Rene’ Ketchum, your students worked hard to reach the National Championship, and while in Pittsburgh represented your community with poise and respect. We’re extremely proud of their accomplishments, and we hope you are as well.

As you may know, LifeSmarts is a consumer literacy program event open to high-school students nationwide. Our focus is on real-world topics relevant to all teens: personal finance, consumer rights, health and safety, technology, and the environment.
 
To reach the national championship, teams of students had to advance through a rigorous online qualification and competitive state tournament. Of the over 1,000 teams that participated in this year’s event, your students placed 17th in the national final standings.
 
The team demonstrated an impressive amount of knowledge through various assessments and activities, which this year included cooperative events with a sister team from North Carolina, a food waste audit, and multiple head-to-head buzzer matches on stage. They were just as impressive off-stage: hotel management noted that they were the most well-behaved high school students they have ever hosted. Wednesday, June 14th, is the last day of school for Toledo School District and will be early dismissal. The elementary school will dismiss at 11:00, the middle school at 11:15, and the high school at 11:30 a.m.

 Toledo’s Mighty Fine Seniors hosted their monthly Second Saturday Breakfast, where our friend from Metropolis* was delighted to dine at Hizzoner’s table and chat about All Things Toledo - clean air, relaxed pace, quiet enough to hear bird songs, and one's own thoughts.

Last weekend’s sign in sheet registered over 100 guests, a busy morning for cooks, servers and everyone involved in Toledo Senior Center’s regular fundraiser. Other community-wide meals make the calendar throughout the year, inviting family & friends to sit down to home-cooked fare, catch up on news, have a second cup of coffee.

Recap: Last night’s Special Board of Directors meeting at Toledo School District office moved to authorize Superintendent Chris Rust to contract with General Mechanical to install a fire pump replacement purchased June 1, 2017.

In answer to the Board’s queries, Rust explained this job was advertised in the Daily Journal of Commerce, an industry publication widely recognized as the standard for Public Works projects. While a minimum of three sealed bids may be sought, the school year summer break ideal for completing projects before classes resume, competition for specialty and general contractors means fewer bids. Two responsible bidders meeting criteria such as insurance, experience rating, etc. - submitted their documents, General Mechanical coming in low bidder at $318,800.

Details can be found at the District website under June 5, 2017 Board Docs including agenda,booster pump bid summary, and bid tabulation.

Alternatively, you may join the Facilities Advisory Committee 6 - 8 PM this evening at Toledo High School; time will be allotted to answer questions specific to this project.

Toledo High School’s Mrs Berry says: Our Robotics students are presenting their final Animatronics projects today, June 6, during 6th period in the Library. The display will be ready by 2:15 p.m.  They have been working on these projects for three weeks.

Our Career Technical Education courses focus on building 21st Century skills of Communication, Collaboration, Creativity, Critical Thinking, and Citizenship.

I know that (T.O.T. has) a Tech Corner segment, so I thought that this would be of interest to you. Please join us!  We'll have candy to share!

Here is a partial list of jobs: • Weed eat around trees at City Park; • Install sand and pavers in Steamboat Alley; • Weed eat the river bank behind City Hall; • Trim overhanging ivy along Kellogg Way where it encroaches on sidewalk; • Trim ivy on the hill across from Toledo Middle School; • At the Boat Launch: pressure wash sidewalk and observation deck, clean signs, and de-rust and paint railings; • Clean up the Tennis Courts (contact Signora Armstrong); • Clean the railings on the Bridge; • Clean/Shovel curb lines along downtown streets - N 2nd, fire station to Augustus incl. Ramsey Way, Augustus Street, Cowlitz Street, S 3rd from Cowlitz to Augustus, Front Street; • Re-spray “No Bicycles or Skateboards on Sidewalks" on sidewalks throughout town and at the park; • Paint City Shop at Water Tower.
