Citizens for Better Schools met last week. Carlie Langhaim volunteered to lead the committee. The group's next meeting will be 6 p.m. Wednesday, October 5, 2016 at the fire hall (Main Station). The goal of the committee is to educate the community about the (February 2017) bond measure and to campaign for the measure's passage.

Community members who want to see the measure pass are asked to participate and join the committee's work by attending the meeting.

Tuesday’s centennial rededication of Ezra Meeker’s Oregon Trail Marker brought out speakers in period costumes from regional DAR/SAR chapters and Toledo, Lewis County Commissioners, local officials, and fourth grade students from Toledo Elementary School who added their names on flat stones to the symbolic rock riverbed garden surrounding the monument - much like those schoolchildren Meeker involved in the original installation of these fixtures...

Historic accounts from journals and diaries recounted Meeker’s tireless efforts to generate support for his venture and realization of that dream. Toledo’s early and recent roles were highlighted for those gathered.
The Sacajawea Chapter of the Daughters of the American Revolution adopted the 100-year anniversary plaque restoration project stretching from Tumwater to Vancouver, WA.

Vision:Toledo Arts, Rec and Events met Tuesday night to share reports. Under old business:

Toledo Community Library: TCL hosts Sandy Crowell 7 p.m. September 28 on her book “A Land Called Lewis.” 12 chairs will be replaced with donated seating from Timberland Regional Library. Patrons can now check new arrivals to the book sales racks rather than sifting through all the titles. Boxtops for Education drive includes Progresso and Campbell’s soup labels with UPC code. New game group for school-age kids offered 3:30-5:00 p.m. second and fourth Wednesdays beginning October 12.

Historical Society: Don Brenner reported on Monday’s post-summer monthly meeting following a hiatus during June, July and August. He noted John “Jake” Morgan was present and resuming the Toledo Community Story update. The Historical Society turned out in numbers for Tuesday’s Oregon Trail Marker Ceremony. 2016 Threshing Bee vendor sales of vintage goods was considered lukewarm. 10 framed photos have been delivered to Gee Cee’s to be offered for sale. 89 photos of Weyerhaeuser lands around Mt St Helens just post 1980 eruption were donated, available on a USB drive held by the Society.

Steamboat Alley: Jamie Cummings reports the utility line in the alley now repaired. Paolo’s mural is near completion and will need a preservation coating. Sand is needed for October 16 work party, with the planters to be installed at the November 13 work party.

Common Ground Garden Community: Ronda Sandoval (absent) requested help maintaining the pocket gardens and planters in Toledo. Gary Whiteside stepped down due to health issues.

Under New Business:

First Annual Walk in the Park: Declared a success by Jill Davis, reporting via email, realizing over $1,100 profit. 33 participated, 11 local businesses donated more than $650 in goods and services for the raffle, and remaining T-shirts are $10 at City Hall. Local Lions Club and Lioness Club were thanked for their part in the success.

ARTrails: “Did quite well” this year, says Mike Morgan. 6 area artists featured their work at Morgan Arts Centre, totaling over $2,200 in sales and 250+ visitors

Cowlitz Tribal Pow Wow: This year’s event went well, the salmon dinner popular as always. Robert Harju reports he will be stepping back from the event to focus on other projects this year.

Oregon Trail Marker: Joh Jones (absent) was in character during Tuesday’s ceremonial event.

Cool and Connected: Conference call scheduled Wednesday (today) at ToledoTel to discuss strategic planning involving Toledo’s future emphasizing broadband in developing the community.

Veterans Parade: Saturday November 12 will be Toledo’s annual parade. April Pennington Ferrier is contact person again this year. V:T will supply 144 handheld flags to be distributed.

Camp Singing Wind: Brian Dennis reviewed Labor Day Picnic - 70+ adults, 30 children, lots of food. Sunday Food Share reports new faces and familiar ones each week, with a surplus of produce each Sunday. Paolo reports good feedback on the Steamboat Alley mural project. The Camp is winding down their events calendar for the season, more planned next year.

Christmas in Toledo: Mayor Dobosh’s vision: “Put up lights...everywhere!” Hopes to see downtown decorated and lighted, a positive drive-through experience.

Everyday Heroes: Envisioned as a local September 11 observation recognizing lesser-known acts of kindness and heroism. Suggestions surrounded soliciting stories to feature throughout the year, with special acknowledgment September 11 in memory of those who stepped up in 2001.

Today’s Oregon Trail Marker Rededication Ceremony has garnered far more attention than Olympia’s Sacajawea Chapter of the Daughters of the American (DAR) envisioned when a small contingent arrived to restore the monument in August.

Says Ginger: “Our first year, only 2 cars showed up. Second year, six. Last year, our third, 60 cars filled Spiffy’s parking lot. So we knew we had to find a bigger venue.”
A Mossyrock resident, she spotted Toledo High School’s ample parking, and when she called to ask about availability four short weeks ago, Principal Martin Huffman responded “I make a killer omelette!”

Saturday’s surprisingly sunny weather drew cars from clubs as far away as Marysville, WA and Oregon for a ragtop-ready day to enjoy their Mt St Helens Cruise.

One member added the Pacific NW Camero Club members are a philanthropic group, evident by including Toledo High School’s ASB fundraiser Breakfast on Saturday’s itinerary. Two members began planning on the spot to contact Toledo Food Bank for a benefit drive shortly.

Toledo’s First Annual Walk in the Park fundraiser Saturday was declared a success, blessed with sunshine and warm temps, more than 30 registered walkers (and half a dozen dogs) sporting T-shirts and, in some cases, tutus...

One solo walker allowed me to join her for a lap, and showed me the bead bin, where walkers collected a bead for each circuit to track their total mileage. 

Prizes were awarded for youngest walker, most laps/miles, furthest distance traveled, and most senior walker. Raffle items generously provided by local merchants and hand-crafted items brought smiles all around. City Council member Jim Fluckinger scored the sought-after Walk in the Park - Blue Lagoon quilt by Esther Borte, raffled by the Lioness Club. Walkers, supporters and volunteers alike enjoyed lunch provided by the Lions Club.

Michelle Whitten thanked Jill Davis, event coordinator, and everyone who participated at every level, closing with a reminder to attend the Oregon Trail Marker Rededication ceremony 1 p.m. Tuesday at State Route 505 and Kellogg Street, where a growing list of dignitaries and historians will be on hand for the centennial of this monument.

Alpaca Farm Days, held locally at Lone Tree Alpacas, celebrated their second year Saturday with area owners and breeders, felters and weavers and hand-crafters of an astounding array of luxurious garb and goods.

Jack Bruner, schooling a young helper on how to attract the alpacas (hand-feeding them grain) and where they like to be petted (back of the neck), invited visitors to join him and his herd outside the barn doors in their paddock.
Two hours flew by as Jack Bruner expounded on all things alpaca - their gentle, curious natures, luxurious fleece in a wide variety of colors, and most notably the way they seem to relax one when in their company. “Just pulling into the driveway and seeing them in the pasture,” says Jack, “any stress I might have seems to evaporate.”

And they hum. Seriously.

This 3-day old baby, or cria, was frequently nuzzled and touched by all the herd in the paddock, whether getting its scent or bestowing their own. Jack confessed that the white alpaca nursing the baby might actually be a sort of wet nurse, rather than its mother. Evidently this isn’t unusual if the mama alpaca has insufficient milk for a time.


New alpaca convert Gary Gehrkens bought 3 last  year to “mow” his 3+ acres when back trouble prevented conventional mowing. Says Gary: “I considered goats and other grazers, but fell in love with alpacas. They don’t break out or tear up the place like other animals.” So calming did he find their influence that he added a fourth to his small herd this year.

Toledo Food Share continues to meet noon Sundays at Toledo’s Historic Jail building to swap the late season bounty of apples and tomatoes, acorn squash and zukes, sage and basil and rosemary.
And Moose, the unofficial Public Relations Director, momentarily caught napping.

ARTrails 14th Annual Studio Tour featured Morgan Arts Centre as Studio 19 on the route, local artists and craftspeople sharing their works across a variety of media, music and Santa Lucia coffee adding ambiance.
Despite Seahawks Sunday games competing for attention, this year’s show was declared successful by Di Morgan. Some faces I recognized from Toledo’s Gallery 505 Artist Co Op, others from around the community, a few new to me. Most were involved with their next creation.

Walk in the Park - proceeds benefit Kemp Olson Park improvements and upgrades by providing the matching funds needed to receive the grant.

This year has seen more than double the number of campers, many traveling in groups, attending local events like Cheese Days, and agricultural contract workers. Bringing the City Park up to par with other nearby picnic and camping areas is good for local families as well - all gain from pleasant, well-maintained grounds and accommodations.

WitP celebrates 8 acres of Nature at the edge of town with an all-ages event featuring a raffle for one of Esther Borte’s noted hand-crafted quilts, titled A Walk In The Park. There will costumes, and the Lions Club will offer a midday BBQ onsite.

Jamie says: Mark your calendars!

Sunday, October 16, at 10 a.m. we're laying down sand and installing pavers. Joh Jones is donating the pavers and Bob Severson has offered some sand, but we'll still need a bit over a cubic yard more, and if someone has access to a tamper we could use, they would be my hero.*

Sunday, November 13, at 10 a.m. we're installing the planters that Peter Sonne built for us out of recycled pallets. We'll be putting in a wicking bed system that will require less frequent watering, topped with awesome compost from Brian Dennis at Camp Singing Wind, then the plants are going to their new homes!

In the meantime, the mural is coming along! We're doing more informal work events several times a week, and even if you're not artistically inclined, we can use your help. Let me know if you or anyone you know would be interested in either painting the mural itself or helping put on the final clear coat.

I fixed our Facebook page. Hopefully these events are easily shareable now. Social media is obviously not my jam, so anything you can do to spread the word would be greatly appreciated.

Recap: Toledo City Council met last night in City Chambers.

Police Report: Chief John Brockmueller reported 23 calls of service since last meeting, 7 of them regarding one individual known to officers.

Two new Reserve Officers were sworn in, Jaered Pennington and Nathan Summers, both described as pleased to be on board.

Toledo PD’s new cruiser is now in service, meeting expectations.

Public Works: No report - Supt. Craig McCown absent. Filling in, City Clerk Michelle Whitten noted Toledo’s newest addition to the Public Works Department is working out well, an asset to the crew.

Water leak detecting is still underway by contract specialists for a couple more weeks. Aging meters could misread low-flow as no-flow, although meter replacement has been on-going for some years.

City Clerk: Michelle Whitten reported an interruption in the camera feed today, contacting ToledoTel for tech assistance. A potential breach would place the City of Toledo on a “grey” list which would require remedial action quickly - one or two days - to avoid being “black-listed,” a designation with far-reaching consequences.

Water Tower mural painting estimate could double from the original $19,900 with an additional $20,000 in costs.

Saturday’s Walk in the Park fundraiser has generated few early registrants. As this event is crucial to qualifying for matching funds toward important City Park improvements, an appeal to the community goes out.

Oregon Trail marker rededication ceremony slated for 1 p.m. September 27 is gaining interest, promising to be bigger than anticipated. Several online and print media sources have carried updates on the original restoration project, Common Ground Garden Community landscape project, and the VIP list grows daily.

Other Business: Toledo School District Superintendent Chris Rust announced progress made toward putting a bond measure on the ballot in February 2017, and reminded the room that Citizens for Better Schools meets 6 p.m. September 21, 2016 (Wednesday) at Toledo Fire Department Main Station.

New Business:
  1. Resolution 240A - Interlocal agreement with AWC RMSA - passed.
  2. Chimi’s Family Restaurant liquor license renewal - passed.

Other business: Closure of Fifth Street noon - 2:30 p.m. to accommodate the Oregon Trail Marker Rededication Ceremony September 27 - passed.

Walk in the Park: Joh Jones, treasurer, declared the event needs sponsorship and participants, whether for a walk, the BBQ, or the quilt raffle.

Water Tower mural update: Jones met with the specialists contracted for the project regarding changes to some aspects of the proposed scene, including a meeting scheduled October 1, 2016 with Cowlitz Chair Roy Wilson on an alternative to the Indians iconic fish symbol. Council requested inclusion of David Ike on final painting. Jones was skeptical about Cowlitz endorsing the Council’s wish but agreed to forward their request.

Tourism: James Lovelady proposed incorporating art and history into the bicycle trail by erecting informational signs along the route. Engaging nearby towns to follow suit could create a networked system through South Lewis County. The suggestion was met with approval.

Mayor Dobosh: Lions agreed to donate Saturday’s Walk in the Park BBQ proceeds to the fundraiser.

Council member Guy Spratt: There’s been almost no input from the Planning Commission or Park Board since I was elected…

City Clerk Michelle Whitten clarified that neither has met in recent months, and noted last week’s Park Board meeting has been rescheduled for 3 p.m. September 21, 2016 (Wednesday).

Spratt noted the lack of reports on proposed a children’s water park, bicycle or dog park.

Meeting adjourned 6:30 p.m.

Toledo Food Share was back in front of Toledo’s historic jailhouse at noon Sunday, with September’s bounty trading hands amid smiles. Grapes, apples, greens, carrots, tomatoes, and zukes. Update: As of 5:00 PM, Friday, September 2nd, the Lewis County Board of County Commissioners and the Lewis County Fire Marshal will modify the current burn restrictions to allow recreational campfires if built in an approved manner. As of August 2nd at 12:01 am, The Lewis County Board of County Commissioners and the Lewis County Fire Marshal enacted outdoor burn restrictions. As of August 19th at 12:01 am, those burn restrictions were expanded to include ALL outdoor burning in unincorporated Lewis County, including recreational fires. This is a TOTAL burn ban. For further information concerning outdoor burning, please contact Lewis County Community Development at (360) 740-1146.

Last night Toledo School District Board of Directors unanimously passed the two resolutions (2016-17-01 and 2016 17-02) required to place a bond measure on the ballot in February, the documents signed and on their way this morning to the Lewis County Auditor’s office by courier. This action will allow the much-discussed bond measure to be placed on the ballot in February 2017 and legitimize the Citizens for Better Schools campaign kicking off 6 p.m September 21 at Toledo Fire Department’s Main Station.

Charlie Holmes and Jessica Randle introduced themselves as Two Hands on the Wheel spokespersons. While the mock car crash, jury and funeral won’t be staged this year - too repetitive, stale if repeated every year, said Homes - the ESD has asked that the program be carried “to as many schools as possible.”

One veteran, gifted a Wall of Honor brick to commemorate his service, said he never felt appreciated for his sacrifice until he attended September’s Annual Pow Wow hosted by the Cowlitz Indians at Toledo High School, and was invited to join veterans and service men and women of all ages on the floor in a tribute that moved him to tears.

Deadline for scoring your T with early registration September 15 for A Walk in the Park fundraiser event. Proceeds benefit Toledo’s Kemp Olson Park improvements and upgrades by providing the matching funds needed to receive the grant.

This year has seen more than double the number of campers, many traveling in groups, attending local events like Cheese Days, and agricultural contract workers. Bringing the City Park up to par with other nearby picnic and camping areas is good for local families as well - all gain from pleasant, well-maintained grounds and accommodations.

September 24 A Walk in the Park celebrates this bit of Nature at the edge of town with an all-ages event featuring a raffle for one of Esther Borte’s noted hand-crafted quilts, titled A Walk In The Park. There will costumes, and the Lions Club will offer a midday BBQ onsite.

Ronda Sandoval of Common Ground Garden Community writes of her work on the planned landscape surrounding the Oregon Trail marker: I worked at the site today (Sunday) for about 3 hours. Did some shaping, picking out rocks, and dug out the dry river bed. We are meeting to work on the (Oregon Trail) marker Wednesday, depending on weather, probably 9-10ish. The area is so small so we don't need any more help. I have buckets, but if you want to come by for pictures, go ahead and bring the buckets with you just in case.

I don't know what the John Deere Plott Walker is. Tried to look it up online but couldn't find it.

For those new to these ramblings, this is a Plott-Walker, a hound blend sweet and stubborn by turns, possessing an unquenchable need to run herself (and anyone foolish enough to grab the other end of the leash) to exhaustion.

This is a money pit, once a fine John Deere lawn mower, hacked into a motorized “sled” of sorts for Zu, the Plott Walker hound.
We dubbed it the John Deere Plott-Walker.

Monday’s Potluck at Camp Singing Wind drew an all-ages crowd with rustic picnic tables and those giant partitioned plastic trays. Watched boxes and boxes of apples put through a press to make sweet sticky cider.

Saw familiar faces and met new friends, discussed the politics of food and medicine, food AS medicine, sustainable permaculture...and pigs. Seriously. You’d think nobody had ever seen pigs. And these pigs had jobs, rooting out the overgrown blackberry vines, invasive species of plants and generally clearing patches as their portable fencing was shifted, sort of like a chicken tractor functions.

Tuesday’s City Council meeting held a Public Hearing including a presentation by John Hinton of Gray and Osbourne on the Shoreline Master Plan (SMP) comment results.  

Missing were comments from local Indian leaders or members. Most other comments addressed minor language revisions with one seeking to define 500’ buffer zones for places deemed historically significant. Pro: Enacting such a decree would assure recognition of these sites, such as the Oregon Trail marker, as protected from encroachment by future development. Con: More difficult process and more paperwork for the small City staff. Developing a list of local sites, already accomplished by the Trails projects, would be forwarded to the State permitting departments as well as county agencies.

Officer Scrivner reporting for Brockmeuller: 22 calls of service since last City Council meeting, including 6 calls from one citizen known to local police (down from recent months). Scrivner introduced new Reserve Officer Nathan Summers, ready to be sworn in. Summers has longtime ties to the community already including 5 years as a firefighter with Toledo Fire Department.

City Clerk Michelle Whitten reported 2 grants covering much of the upcoming Kemp Olson City Park improvements such as paving driveways and installing an RV dump station. September’s Walk in the Park fundraising event raises matching funds required for the larger grant. Details and applications are available at City Hall and area merchants. A second grant targets economically distressed communities.

Item #1 - Accept Comments/Recommendations to the Toledo Shoreline Master Plan (SMP) - passed.

Item #2 - Resolution 239A - Alley Vacation Hearing - passed.

Item #3 - Park Signs - failed.

Other business: the unsuitable base-layer material for the new water reservoir has been removed and replaced. A progress payment for work and materials to date by the contractor needs to be reviewed by the council for approval by next meeting, about $150,000.

New motion made to install motion sensor light(s) at strategic locations in the park, and close the gate to vehicular traffic at night, reopen in the morning - passed.

Joh Jones: Update on Oregon Trail marker landscape progress included notice of the Daughters of the American Revolution (DAR) setting 1 p.m. September 27 as the re-dedication date. “This (ceremony) has become bigger than first imagined,” grown to include visiting dignitaries from the area and state level, the list still growing. Thus a request to close off one block of Fifth Street to through traffic at that time to accommodate visitors and participants will need to be put before City Council September 19.

Ms Jones also reported progress on the water tower mural, design process including an outline of the proposed work. Questions from council members revealed 3 years of background on this project, covered by 2 separate grants. One experienced niche artist team was recommended to carry out the labor.

The healing balm of Nature…

Last night’s first planning meeting for the September 30 Benefit Spaghetti Dinner and Auction event was headed up by Brandi Devine with support from a solid core of experienced volunteers.
She reported that John “Jake” Morgan is recovering from sinus surgery he underwent today, and 4 year old Helen is doing great.

Flyers are ready for distributing to area merchants with invitations to donate goods or services to be listed as sponsors.

Catrina Mathis and Cara Buswell, overseeing the dinner, say “Homemade sauce, no jars” featuring both “meaty” and vegetarian choices, plus salad, bread and dessert will be a bargain at $7/$5 children.

Offers of donations are already coming in. Baydo’s RV in Chehalis and Farmers Insurance in Toledo are collection sites for auction items.

50/50 raffle will run from 4 p.m through the end of the evening.

As the extended Morgan family are “immersed” in their community in so many areas, several clubs and associations are likely to lend a hand on this fundraiser. As Brandi pointed out, “Any insurance or awards are probably years away realistically, and recovery will be lengthy.”
